We need your expertise! This position is located in the in the Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS). Join the OCFO/OFMS staff to become a recognized technical information technology (IT) expert in evaluating available tools, methodologies, and processes for feasibility in improving the OFMS effectiveness and efficiency in meeting the requirements, functions, and services of its automated financial systems.

Telework

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.
Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

Duties

  • You are committed to leading teams on projects related to the design, development, modification, testing, installation, implementation, and support of new and existing automated financial and planning / budgeting systems
  • You are skilled in ensuring enforcement of IT security policies, principles, and practices for all production systems;
    Participates in activities related to the Certification and Accreditation process as well as the Annual Security Assessment.
  • You enjoy defining project/task requirements through appropriate planning, implementations, reporting on, and evaluating projects and tasks.
Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Quals Standard.

Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade in the Federal service:
For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:
  • Experience leading in the operation and maintenance of financial and planning / budgeting systems including enforcing IT security policies, principles, and standards.
  • Experience identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences.
  • Experience building service-oriented web applications and APIs in Agile environments - Angular, Spring Boot;
    Java, Type Script, Node.js; REST/SOAP; AWS/PaaS.
  • Experience in object-oriented development with DBs (DB2, SQL, MongoDB, PostgreSQL) and CI/CD pipelines for modern delivery.
