Summary Statement

The Facility Security Officer (FSO) for IDA HQ, SAC and STPI is responsible for administering and enforcing security policy in compliance with 32 CFR, Part 117, National Industrial Security Program Operating Manual (NISPOM), Department of Defense Contract Security Classification Specifications (DD254) and IDA Practices to ensure the protection of classified information. The FSO prepares for, participates in, and responds to inspections by the Defense Counterintelligence and Security Agency and maintains awareness of, and responds to changes in the NISPOM and other U.S. government guidance.

Responsibilities
  • Facility Security Officer
    • Assists the Chief Security Officer in implementing and managing all aspects of the industrial security program.
    • Administers and enforces security policy in compliance with the NISPOM, Department of Defense Contract Security Classification Specifications (DD254) and IDA Practices.
    • Ensures the IDA Security program complies with the NISPOM at a level satisfactory to retain a Department of War (DOW) facility security clearance.
  • Manages IDA’s DD Form 254s, “Contract Security Classification Specification”
    • Ensures IDA staff and management are aware of security requirements incorporated into DD 254s issued to IDA.
    • Coordinates changes to DD 254s with the appropriate government or contracting official.
    • Coordinates, prepares and updates DD 254s related to classified subcontracts issued by IDA.
  • Develops and oversees execution of the IDA self‑inspection program
    • Conducts regular security assessments and audits to identify vulnerabilities and implement corrective actions.
    • Ensures IDA’s Personnel Security is maintaining and updating DISS and NBIS accurately, while working closely with IDA’s Business Security Analyst to provide metrics and data, as required.
    • Self‑inspection program includes periodic review of a representative sample of IDA classified documents to ensure ours are marked correctly and the declassification dates are properly established.
    • Prepares an official report describing the self‑inspection, its findings and resolution of issues found for IDA management, and ultimately submission to DCSA for their annual inspection.
  • Develops procedures for responding to security incidents, oversees or conducts security investigations, identifies vulnerabilities and takes corrective action as appropriate
    • Prepares initial and final reports as necessary to appropriate government agencies.
    • Ensures any corrective actions are implemented.
  • Develops and maintains IT and Security Practices
    • Ensures changes to security policy are incorporated into existing IT/Security Practices. Develops new Practices as necessary.
    • Coordinates updates with Subject Matter Experts, IDA Management and the Corporate Communications Directorate.
  • Develops relationships within and outside of IDA
    • Works with IDA Project Leaders and Senior Researchers to develop solutions to new regulations or new issues. Develop solutions, which meet regulatory requirements and the needs of IDA.
    • Through an understanding of government organizational responsibilities, is aware of changes in policies or processes relating to IDA’s security posture.
    • Influences new policies and regulations through relationships with government agencies.
    • Stay up to date with security trends, emerging threats, and regulatory changes to ensure the facility’s program remains compliant and robust.
  • Manages IDA’s National Industrial Security System (NISS) account
    • Ensures the information necessary for IDA to maintain a Top‑Secret facility clearance is up‑to‑date.
    • Assists uncleared facilities who need to do classified work with IDA obtain a facility clearance. This involves coordination with the subcontractor, Government Contracting Representative, and the Defense Counterintelligence and Security Agency.
  • Security Awareness, Training and Education (SATE)
    • Manage and maintain a comprehensive security education and awareness program, using instructor‑led, electronic/web‑based, and/or multimedia training methods for IDA staff.
    • Oversees regular targeted communications to IDA staff on various security related topics utilizing IDA News Now and IDA TV.
