The Joint, Office of the Secretary of War, Interagency Division provides expert support services to a range of customers spanning across the Department of War (DoW), Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the DoW. These clients include the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)), Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), DARPA, Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively.

Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have an immediate need for a Deputy Portfolio Lead
- Acquisition to provide onsite support in Alexandria, VA.

Responsibilities

SPA has an immediate need for a Deputy Portfolio Lead
- Acquisition. This role manages a major $60M+ effort, overseeing a distributed team delivering acquisition, analytical, and decision-support services to the Office of the Secretary of War (OSW). Will also coordinate closely with Program Managers to oversee the successful execution of current efforts supporting ATAG clients within the acquisition domain, including but not limited to OSW and Joint Staff. In addition to coordinating current prime and subcontract contract work, the Deputy Acquisition Portfolio Lead is responsible for building and executing an actionable strategy to grow business with current and adjacent customers.

This includes leading business development resources in support of qualification, capture, and proposal efforts for re-competes, takeaways, and new contracts. Assist in management of Group finances, business development, and contracts totaling over $16M in annual revenue. Drive growth of people, tools, capabilities, and lines of business. Develop and execute business development/pipeline to meet revenue and profitability goals. Develop and foster relationships with industry partners and potential government customers and seek out new opportunities to develop areas of business growth.

Instill/maintain a culture of integrity, professionalism, excellence, and teamwork. Hire, develop, mentor, and lead employees to maintain high team cohesion and morale.

Qualifications Required
  • 15+ years of relevant experience including 5+ years of experience managing complex, high-dollar value contracts within the DoW or Federal government.
  • Experience working with senior military and civilian stakeholders, preferably within OSW, the Joint Staff, or similar headquarters organizations.
  • Ability to produce senior-level analysis, briefings, and decision materials.
  • Master’s degree.
  • Active TS/SCI clearance.
Desired
  • Demonstrated understanding of DoD acquisition processes, documentation, milestone requirements, and contracting fundamentals.
  • Business development, capture, or proposal experience.
  • Experience with space/nuclear mission assurance or space/nuclear/cyber domain engineering.
  • Project Management Professional (PMP) certification from the Project Management Institute or a DAWIA Level III certification in Program Management.
