Leidos has a career opportunity available for a Senior Records Management Policy Analyst, the selected candidate will support the Department of Defense (DoD) Chief Information Officer (CIO) in developing, reviewing, and implementing enterprise information management policies and processes that ensure compliance with federal laws, DoD directives, and information governance requirements.

In this role, you will work as part of a collaborative team supporting Records Management, Privacy, Forms Management, Paperwork Reduction Act (PRA), and Information Quality initiatives. You will research and analyze policy, prepare technical documentation, develop executive-level briefings, and support the execution of strategic information management initiatives across the organization.

Primary Responsibilities
  • Research, analyze, develop, and update DoD policies, guidance, and procedures related to Records Management, Privacy, Forms Management, Paperwork Reduction Act (PRA), and Information Quality.
  • Assist in developing and standardizing Records Management policies aligned with DoDI 5015.02, DoD CIO guidance, NARA requirements, and federal records management regulations.
  • Review complex policy documents, provide recommendations, and support adjudication of technical and administrative requirements.
  • Develop executive-level briefings, reports, decision papers, and presentations for senior government leadership.
  • Support implementation of Records Management requirements within organizational business processes, information systems, and operational workflows.
  • Assist with Shared Drive to SharePoint Online migration planning and implementation activities while ensuring records compliance throughout the migration lifecycle.
  • Develop training materials, standard operating procedures, and awareness communications related to Records Management and information governance.
  • Ensure organizational compliance with applicable federal statutes, DoD directives, privacy regulations, FOIA requirements, Controlled Unclassified Information (CUI) guidance, and records disposition policies.
  • Support Records Management activities including records retention scheduling, disposition planning, records freezes, and transfer of records to the National Archives and Records Administration (NARA).
  • Collaborate with cross-functional stakeholders to identify policy gaps, recommend process improvements, and implement strategic solutions.
  • Manage multiple concurrent projects while tracking milestones, priorities, resources, and deliverables.
  • Translate complex technical and regulatory information into clear, concise guidance for both technical and non-technical audiences.
  • Support staffing packages, executive correspondence, and action packages for senior leadership review.
Minimum Education Required

Bachelors

Additional Qualifications / Responsibilities
  • Basic Qualifications:
    • Bachelor's degree and 12+ years of relevant experience (additional experience may be considered in lieu of degree).
    • Must have an active Top Secret Clearance.
    • Experience developing, interpreting, or implementing Records Management policies within the Department of Defense or other Federal Government organizations.
    • Knowledge of DoD Records Management requirements, DoDI 5015.02, NARA guidance, and applicable federal records management regulations.
    • Experience supporting information governance, privacy, or policy development initiatives.
    • Strong analytical, organizational, and problem-solving skills.
    • Experience developing executive briefings, reports, white papers, and policy documentation.
    • Demonstrated ability to communicate complex information to both technical and non-technical audiences.
    • Experience managing multiple priorities and projects in a fast-paced environment.
    • Strong collaboration skills with the ability to work effectively across technical and business organizations.
    • Excellent written and verbal communication skills.
