Role and Responsibilities Performance Responsibilities
  • Develop long and short-range objectives and goals for the business operations of the school district, including fund equity forecasts.
  • Provide for an effective two-way communication with the staff, community, media and the Board.
  • Keep the Superintendent informed about the business affairs of the district.
  • Develop and maintain positive staff morale with the Business Office.
School/Organizational improvement
  • Plan and conduct needs assessments for growth and improvement of the district business operations.
  • Ensure that the mission of the Business Office supports the mission of the district.
  • Work with the district personnel in projecting student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
Instructional Management
  • Ensure that business operations are supportive of the instructional goals and objectives of the district and the attainment of the campus performance objectives.
  • Define and evaluate job performance expectations of subordinate staff.
  • Develop training options and/or improvement plans in the development of the staff to ensure the best operation of the department.
Administration and Fiscal/Facilities Management
  • Keep informed of and comply with all state and district regulations and policies concerning public education business administration.
  • Provide leadership and management for purchasing, food service, transportation, accounting, data processing, maintenance programs, construction management, tax collections, elections, budget hearings, bond issues, debt management, investment programs, and compensation strategies.
  • Provide leadership to achieve cost-effective practices throughout the district.
  • Compile district, campus, and program budgets and cost estimates; prepare and submit State and Federal financial reports including but not limited to the following: SE-4094, SE-4096, FID, Civil Rights Survey, quarterly Administrative Outreach Program, MAER, Maintenance of Effort, Excess Cost, 31A Annual Report, IFERS, Annual Financial Disclosure.
  • Responsible for review of all journal entries, payroll reports, garnishments, and calculation of insurance deductions.
  • Responsible for reconciliation of all balance sheet accounts, State Aid, Federal programs and grants, adjusting journal entries, and all audit schedules.
  • Direct the district's risk management and/or employee benefits programs.
Student Management
  • Demonstrate support for the district's student management system and expected student behavior related to operation aspects of the district such as transportation, food services, and classroom facilities.
Professional Growth and Development
  • Use information and insights provided through assessment instruments, the district appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
  • Provide leadership in addressing challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals.
  • Observe professional and ethical standards of behavior in accordance with the Melvindale-Northern Allen Park School District code of ethics.
School/Community Relations
  • Articulate the District's mission to the community and solicit its support in realizing the mission.
  • Perform all other duties as deemed necessary by the Superintendent or designee.
Qualifications and Education Requirements

Master's degree in accounting or finance.

Five (5) years of progressively advanced experience in school business management preferred.

Job Summary

The goal of the Director of Finance is to direct and manage the operation of all financial and business affairs of the district including accounting, purchasing, data processing, tax collection, food, and payroll services. Provide managerial direction and coordination under Board policy guidelines to several key district functions and serve as the chief financial adviser to the Superintendent and Board of Education.

Terms

of Employment

260 days. Salary and work year to be determined by the local Board of Education.

Evaluation

Performance of this position will be evaluated annually in accordance with the requirements of state law and local Board of Education policy.
