Essential duties and responsibilities:

Preconstruction & Project Initiation

  • Review project books, scope documentation, and estimator takeoffs prior to project release to field operations.
  • Facilitate project kick-off meetings within two weeks of contract award, ensuring alignment on scope, schedule, budget, and key personnel assignments.
  • Review prime contract and subcontract documents to identify scope, schedule, and risk considerations; escalate material concerns to the Department Manager.
  • Assist in the procurement and buyout of subcontractors and major material suppliers; verify subcontract scope accuracy prior to execution.
  • Coordinate with the Survey team to verify site plan accuracy and resolve pre-construction plan conflicts prior to mobilization.
  • Manage the procurement of all permits and regulatory approvals required for project commencement.

Project Execution & Field Coordination

  • Manage project schedules using CPM methodology in coordination with General Contractors; prepare, revise, and distribute schedule updates as conditions change.
  • Serve as the primary point of contact with General Contractors for schedule coordination, scope clarifications, and field issue resolution.
  • Provide course to field supervisors on scope priorities, production expectations, and project-specific quality requirements.
  • Maintain RFI and submittal logs; coordinate timely review and response to avoid schedule impacts.
  • Manage the Change Order process from identification through execution, including pricing, negotiation, documentation, and logging of both prime and subcontract change orders.
  • Monitor mass haul plans, cut/fill balances, and grading operations to verify conformance with engineered plans and geotechnical specifications.
  • Ensure compliance with SWPPP, OSHA, and all applicable federal, state, and local regulatory requirements on assigned project sites.
  • Conduct regular site visits to assess production, quality, and site conditions firsthand.
  • Escalate field issues, safety concerns, or scope disputes to the Department Manager as appropriate.

Financial Management & Reporting

  • Maintain and update project budgets, cost forecasts, and cost-to-complete analyses throughout the project life cycle.
  • Review and approve supplier, vendor, and subcontractor invoices for accuracy and contractual compliance.
  • Review and approve project-related timesheets and equipment charges to ensure proper cost allocation.
  • Prepare and present project profitability reports and Work-in-Progress (WIP) updates to management on a defined schedule.
  • Monitor remaining contract funding and identify potential budget variances or additional billing opportunities; report findings to the Department Manager.
  • Coordinate with Project Accountants on pay application preparation, billing submissions, and resolution of billing discrepancies.
  • Investigate unbilled project expenses and submit variance reports with supporting documentation.

Project Closeout

  • Manage all project closeout activities including final inspections, punch list resolution, documentation turnover, and lien release coordination.
  • Ensure final pay applications, retainage collection, and project account closures are completed in a timely and accurate manner.
  • Participate in post-project reviews to document lessons learned and contribute to continuous improvement efforts.

General Responsibilities

  • Prepare and distribute project status reports for internal management review.
  • Attend and actively participate in all required project meetings, owner/GC meetings, and internal department meetings.
