Established in 2019, the Community Enhancement Department recognizes that although quality development is ongoing, Allen's future will primarily depend on maintaining its existing community as it ages. The Department's mission is to "make Allen a great place where people want to be." This is achieved by addressing the physical, economic, and social health of the existing community.

Under limited supervision and guided by the Department's mission, the Senior Planner - Neighborhoods position is responsible for partnering with both HOA (approximately 90) and Non-HOA (approximately 23) neighborhoods to help them maintain a sense of community and prevent neighborhood decline. This is achieved by developing, leading, and implementing community stabilization and reinvestment activities and is accomplished by managing multiple community enhancement programs, providing technical assistance to agencies, citizens, and staff, facilitating planning studies and projects, and other similar activities.

Other duties may include conducting research, assisting in overseeing special projects, participating in City Council and other meetings, responding to professional and citizen inquiries and interfacing with other City employees and citizens. This position may provide direction for other employees.

ESSENTIAL JOB FUNCTIONS

  • Manages neighborhood improvement projects by developing scope, coordinating with residents, managing pricing and bidding, and supervising construction and/or engagement activities. These efforts focus on providing technical support, leadership training, and fostering trust within neighborhoods.
  • Acts as project manager by partnering with residents and groups to facilitate neighborhood workdays, organizing and coordinating events, and coordinating with other departments and staff to implement projects and solve problems.
  • Develops and implements community enhancement and neighborhood stabilization studies and programs and oversees special projects by conducting community enhancement activities, meeting with community agencies, HOA representatives, business owners and citizens about issues and potential improvement projects, facilitating creation of new groups, conducting resident surveys, and analyzing results.
  • Provides information to citizens, outside organizations and other employees by meeting with public groups, making presentations and relaying technical information regarding community enhancement and neighborhood stabilization programs.
  • Assesses and analyzes neighborhood conditions by using advanced GIS techniques, researching and compiling data sets and creating community inventories, interactive maps and dashboards.
  • Responds to professional and citizen inquiries by researching and responding to questions related to planning and interacting with the community regarding department projects and programs.
  • Assists in developing program concepts and implementation strategies by researching policies and programs and making recommendations.
  • Performs other duties as assigned.
JOB REQUIREMENTS

Minimum Qualifications

Education and Experience:
Work requires broad knowledge in a general professional or technical field. Education and experience that provide the necessary knowledge and skills may also be considered, but a typical way to qualify is by obtaining:

  • Bachelor's degree in Public Administration, Planning, Community Development, or a related field and four (4) years of planning or community development experience, OR
  • Master's degree and three (3) years of experience

Knowledge of:

  • City rules, regulations, policies and procedures with particular attention to codes and ordinances.
