Purpose:
To support the Director of Safe and Secure Schools with developing and coordinating the operational security and emergency management programs for the district for all students, faculty, and staff and the security of all district and campus property and equipment.
Qualifications:
Education/Certification:
* Bachelor's Degree *
* Public Administration
* Public Safety Administration
* Criminal Justice, Criminology
* Business Management
* Other bachelor's degree with related experience
* Preferred Certifications
* Federal Law Enforcement, 1811 Series
* Texas Peace Officer TCOLE
* Certified Protection Professional (CPP)
* Advanced Law Enforcement Rapid Response Training
* FEMA EMI
* Emergency Management
* NIMS Incident Command System Special Knowledge/
Skills:
* Knowledge of de-escalation techniques and law enforcement rapid response tactics
* Knowledge of emergency operations management and emergency response preparedness
* Familiarity with the National Incident Management System (NIMS) and Incident Command System (ICS)
* Conducting security operations, including, but not limited to, developing security plans, supervising security teams and equipment, and training security personnel
* Conducting investigations, including, but not limited to, interviewing, evidence review, and analysis
* Leadership
* Developing, assessing and updating district reunification plans
* Ability to collaborate with local, state and federal first responders and establish procedures and protocols in response to emergency events in and around district campuses and facilities
* Collaborate with local law enforcement, fire department, city officials and district personnel to plan and execute live emergency response drills
* Ability to adapt in a rapidly changing environment
Experience:
* Law enforcement and/or emergency management background with experience planning and conducting investigative, tactical, and/or emergency response operations and leading and supervising other law enforcement or security professionals. School Resource Officer, legal, fire safety, and emergency management training desired. Experience working in public education or government emergency management, familiar with Emergency Operations Plan, Threat and Hazard Identification and Rish Assessment, creation and implementation of Reunification Plan and Continuity of Operations Plan.
Major
Responsibilities and Duties:
* Develop, manage, and implement district security and safety operations:
Emergency Operations Plans, Standard Response Protocols, layered exterior and interior security plans for each campus, events and activities, communication plans, campus vehicles and pedestrian traffic flow plans.
* Identify hazards and threats, develop mitigation plans, and resolve security and safety issues.
* Training and assignment of Security Monitors, School Resource Officers, and vendors providing Armed Security.
* Liaison with local Police and Fire Departments and state and local emergency management to build and coordinate relationships.
* Conduct emergency drills, tabletop activities, emergency response training for Allen ISD faculty and staff.
* Investigate and document security incidents.
* Collaborate with district departments such as Facilities, Technology, Human Resources and Health Services while conducting emergency operations planning.
* Assist and cooperate in the identification, apprehension, and prosecution of those committing criminal acts against district students, staff or property.
* Coordinate the required Safety & Security Audits and assist in the follow-up reporting to the Board of Trustees.
* Serve as liaison with all safety and security inspectors, regulatory and enforcement agencies. Provide communication and resolve conflict between district administration and enforcement agencies.
