Summary

The James

E. Van Zandt VA Medical Center - State College - PA Community-Based Outpatient Clinic (CBOC) is recruiting for a Supervisory Medical Support Assistant (MSA) position. The MSA Supervisory at this level plans and directs MSA programs at the medical center and functions in Health Administration service.

Qualifications
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • Experience and

    Education:

    Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position
  • Education: One year above high school
  • Experience/Education Combination: Equivalent combination of experience and education qualifying for entry level for which both education and experience are acceptable
  • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005 – Part II – Chapter 3 – Section A – Paragraph 3.j
  • Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (applicable to current VHA employees who meet the criteria)
  • Grade Determinations: Supervisory MSA – GS‑8

    Experience:

    One year of experience equivalent to the GS‑7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non‑VA medical inpatient‑outpatient‑or interdisciplinary setting
  • Supervisory Responsibilities: Supervisory MSAs plan and direct programs at medical centers and/or satellite outpatient clinics with full supervisory responsibility
  • Key Assignments: Assigning and evaluating the work of subordinate MSA staff, resolving complex problems to ensure patient services are met, evaluating new products‑equipment‑and systems to make recommendations for improved clinic operations, identifying educational or training needs, making final decisions on hiring selections, evaluating performance and taking disciplinary action when necessary, planning and directing the subordinate lead‑supervisor and MSA’s activities, and extracting and analyzing data to provide reports to senior management
  • Demonstrated Knowledge, Skills, and Abilities (KSAs): Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader; ability to collaborate, communicate and demonstrate customer service and interpersonal skills with internal and external customers; ability to provide briefings, orientations, staff development and training; ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs;

    advanced knowledge of managing or leading patient support staff in a clinic; ability to utilize reference sources, make decisions, and empower the team to resolve problems within a complex systems environment

Duties
  • Plan and direct MSA programs at the medical center
  • Have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative staff
  • Maintain and review protocols related to scheduling and clinic operations
  • Assign and evaluate the work of subordinate staff
  • Resolve complex problems to ensure patient services are met
  • Evaluate new products, equipment, and systems and make recommendations for improved operations
  • Identify educational or training needs
  • Make final decisions on staffing selections
  • Evaluate performance and take disciplinary action when necessary
  • Plan and direct the subordinate lead‑supervisor and MSA’s activities with full administrative and professional responsibility
  • Extract and analyze data to provide reports to senior management in support of tracking measures
  • Handle escalated calls and deliver direct customer service to resolve complex or non‑standard issues
  • Perform other duties as assigned
