Responsibilities
  • Provide fiduciary responsibility for all financial proceedings of the City.
  • Prepare complex reports and records; maintain constant contact with department directors and the public; make daily decisions.
  • Prepare payroll records, including Social Security (FICA), federal income tax (FIT) withholding, insurance plans, TMRS, deferred compensation plan reports and other mandatory with holdings.
  • Make and oversee journal entries and payroll activities.
  • Maintain the general accounting system for the city government and exercise financial control over all offices, departments and agencies.
  • Ensure accuracy of general ledger accounts by reconciling balance sheet accounts and subsidiary ledgers and preparing adjusting transactions.
  • Certify availability of funds for all expenditures and ensure unencumbered balances before encumbrances.
  • Submit monthly statements of receipts and disbursements to the council with sufficient detail.
  • Oversee the City’s investments in accordance with the Investment Policy and state law.
  • Assist with development of fiscal budgets for all City departments.
  • Respond to department inquiries and provide research, problem‑solving support, and monthly financial reports.
  • Review department expenditures for budget compliance.
  • Assist in grant proposals, including line‑item budgets and administrative cost explanations.
  • Monitor grant awards and ensure compliance with granting agencies; maintain project and grant files.
  • Oversee the Utility Billing function: monitoring monthly billing, collections, and implementing internal controls and policies.
  • Prepare complete financial statements and reports for submission to the City Council at fiscal year end.
  • Manage the completion of the Comprehensive Annual Financial Report (CAFR).
  • Oversee the annual financial audit.
  • Attend City Council meetings; explain and defend programs, policies, and activities; negotiate and resolve issues.
  • Participate in the City Manager’s strategic planning process.
  • Conduct supervisory activities: selection, training, evaluation, counseling, termination.
  • Maintain capital asset records, coordinate inventories, and update the Accounting Policies and Procedures Manual for capital assets.
  • Oversee accounts payable, receivable, debt management, bank deposits, cash handling, and ensure bi‑weekly payroll is executed error‑free.
  • Serve as a member of the Emergency Management Team; remain within the City during disaster or Act of God.
  • Develop a yearly work improvement plan with priorities and goals for the department.
  • Perform other duties as required.
Experience, Education, and Training

A minimum of a Bachelor’s Degree in Public or Business Administration, Finance, or a related field and seven (7) years in municipal financial management.

Licenses and Certificates

Texas Class "C" Driver’s License required; CPA preferred.

Special Considerations

  • Texas Open Records and Open Meeting Laws.
  • Problem‑solving and judgment.
  • Coordination across governmental structures.
  • Reading, analyzing, and interpreting reports and documents.
  • Record maintenance and retention practices.
  • Written and oral communication clarity.
  • Effective working relationships with coworkers, officials, customers, and the public.
  • Operating a motor vehicle through City traffic.
Physical Abilities

Ability to exert up to 50 pounds of force occasionally, up to 30 pounds frequently, and up to 10 pounds constantly to move objects.

Work Environment

Work performed in both office and field settings; exposure to irate members of the public.
