Rail, Bulk, DOT Compliance Specialist

Location:

Alsip, IL. Join Nufarm to lead rail operations, ensure compliance with DOT, FRA, CT‑PAT, and ISO
14001 for bulk shipping.

Responsibilities
  • Manage Rail/Bulk operations
    • Manage fleet and generate an ongoing fleet size plan aligned with stakeholders, obtaining and returning cars as needed.
    • Manage and procure leases; review offers and decide on make/buy options.
    • Ensure cars to shop are optimal, provide diversions and returns to minimize costs, and schedule timing to maximize capacity during peak periods.
    • Manage all demurrage and delays to minimize cost and maximize service.
    • Work upstream to secure mode compliance on rail lanes to target capacity.
    • Drive efficiencies on utilization, car application and maximum loading, and wash requirements; model costs for network improvements.
    • Ensure all necessary filings with railroads/FRA are complete such as Umler and OT‑5 / OT‑57.
    • Approve all invoices and provide input to budgets and forecasts.
    • Manage all track storage agreements (USA) to ensure fit and cost compliance.
    • Lead rail relationships, manage rail performance, negotiate routes, and ensure billing accuracy.
    • Develop efficient tools for RC tracking, generate waybills, and identify delayed or idle cars in route to reduce cost and impact.
    • Serve as ambassador to all demurrage, including CH inbound demurrage related to fleet and raw material purchases.
    • Supervise and provide guidance to the Bulk Logistics Analyst and serve as backup.
    • Manage bulk terminals and transloaders, ensuring plans that optimize tanks and service providers meet performance requirements.
    • Manage the bulk network to provide solutions for lower cost or improved service; act as a resource to procurement/business on alternative network solutions and flows.
    • Partner within the logistics team to drive operational logistics results.
  • Regulatory Compliance with DOT (US/Canada), FRA, CT‑PAT & hazmat
    • SME and coordinator for DOT shipping for both US and Canada, ensuring compliance with US DOT’s PHMSA and Transport Canada’s TDG.
    • Perform classifications and shipping instructions into Oracle for new items and serve as the SME for TTM of new items.
    • Act as point of contact for questions on labels, marks, or documents for domestic shipping.
    • Interpret section 14 of SDS and collaborate with compliance on concerns.
    • Assure DOT training, content, and sufficient/correct records to remain compliant.
    • Lead internal periodic audit of DOT procedures and compliance, document findings and opportunities for improvement, and initiate action plans.
    • SME and coordinator for FRA: manage FRA requirements with shipping, conduct periodic audits, document findings, ensure current regulatory knowledge, monitor FRA bulletins and supplier feedback, and act as point of contact for plant inspections, citations or fines.
    • SME and coordinator for CT‑PAT: ensure compliance for the Americas CT‑PAT program, obtain annual validation by ensuring links/documents meet program requirements, initiate action for new requirements, and periodically audit production sites.
    • Ensure all registrations are complete and current for all sites (DOT, FRA, PHMSA).
  • Focal Point for Shipping Events
    • Manage Chemtrec (CANUTEX) for DOT related calls and service: review entries for recurring issues and ISO
      14001 compliance and ensure services, invoices and reporting.
    • Serve as primary focal point of inquiries (first‑call responder) for spill‑related concerns.
Qualifications
  • Bachelor’s degree in business or operations management with a minimum of 7 years of progressive roles in supply chain and at least 2 years in rail operations, working with railroads, fleet management, or DOT compliance.
  • 5+ years in rail operations moving products via tank cars, working with railroads, managing a rail fleet and handling hazardous or dangerous goods.
  • 5+ years of experience in regulatory compliance associated with the Department of Transportation, Federal Railroad Administration for hazardous or dangerous goods, for an agricultural company.
  • CT‑PAT experience helpful, but not required.
Compensation

Base salary ranges from $83,500 per year in our lowest geographic market to $106,400 per year in our highest geographic market. Compensation is determined by factors such as market location and job‑related knowledge, skills, and experience.
