Administrative Officer
Care Management and Social Work Service (CMSW) is a complex organization with multiple sections and programs. Consequently, administrative functions and management are also complex with a variety of sometimes conflicting objectives. The incumbent must be sensitive to the requirements placed on staff, not only by VHA, but also by Veterans, Caregivers, Contractor's, CBO, VISN and other Services. The incumbent must be sensitive to the clinical mission, requirements and role of CMSW Service and the Amarillo VA Health Care System.
The Administrative Officer for CMSW Service is essential to the operation of the service as he/she coordinates all administrative functions. The incumbent must have administrative and clinical knowledge of the functions of all aspects of CMSW Service. His/her complex duties include, but are not limited to, the administrative support which encompasses the responsibility for planning, commitments, and decisions to resolve problems which frequently have policy making implications.
Incumbent is responsible for the oversite of administrative functions within the service and its programs. This position requires the knowledge and understanding of all programs under its umbrella. Budget Guidance and Administration
- Develops the need for and maintains an awareness of available resources, and makes recommendations to Chief, CMSW Service regarding needs, distribution or redistribution of these resources.
- Coordinates and analyzes program needs of the service and supervises phases of the required programs within administrative requirements.
- Plans a system of internal control which assures the administrative management of the Service be maintained on a sound basis in accordance with program Directives and requirements.
Direction/Long-Range Planning
- Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the service/program with the Chief of CMSW. Incumbent provides formularized planning direction for the Service programs.
- Manages and coordinates all administrative aspects of the Service programs.
- Responsible for development and implementation of policies and procedures for the Service programs.
Program Administration and Management
- Incumbent leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. oversees space and equipment programs under the direction of the Chief, CMSW Service.
- Oversee HR/Equipment/Space Policy for the unique and/or complex organization.
- Responsible for monitoring patient administration including knowledge of patient operations including appointments, evaluations, documentation and follow up, consult management and ever-increasing program demands.
- Charged with the responsibility of operating within the authorized budget.
- Operates as the primary certified Contracting Officer Representative (COR) on several contracts.
Accreditation Program Administration
- Provides administration of reporting, evaluation, and requirements associated with the Accreditation of the Service.
- Ensures annual licenses of department are current and participates in annual site inspections.
Quality/Productivity Goals
- Administer the internal review, quality, and productivity initiatives for the Service and/or specific programs.
- Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring Program activities.

Monday - Friday, 8:00am-4:30pm
