Responsibilities
Under limited supervision, supervises a section responsible for the mechanical repair and maintenance of power plant high pressure steam boilers, turbo‑electric generators and auxiliary equipment and facilities; performs related work as assigned. Plans, schedules, organizes and assigns power plant installation, replacement, repair and maintenance of combustion turbines and mechanical steam generating, turbo‑electric generating, auxiliary equipment and other structural and mechanical equipment and facilities;
oversees the major overhaul of boilers and turbines; reviews plans and specifications; confers with engineering, department staff and others regarding schedules and work orders; coordinates assignments of jobs to ensure system integrity; coordinates planned outages and major shutdowns; inspects work in progress; supervises and evaluates the work performance of section personnel; develops & provides staff training; provides counsel and administers discipline to subordinate personnel;
implements safety practices; and oversees the power plant monthly safety meeting schedule; plans routine maintenance methods and procedures for mechanical & electrical power plant repairs; lays out regular maintenance and lubrication schedules, coordinating with anticipated outages; maintains records pertaining to maintenance work on jobs, showing time expended, materials used and mechanical work done; develops and maintains procedures for routine inspections of equipment;
prepares reports, making recommendations for work needed; oversees the data input for equipment repair completion reports, material / parts usage, available parts, supplies and services in the power plant's computer based maintenance software program; writes up work orders from inspection reports; maintains files of available parts, supplies and services; attends meetings; establishes and maintains cooperative working relations with the public, other organizations and City staff;
prepares and maintains work reports; develops and maintains detailed preventive & predictive maintenance programs for all mechanical equipment; and ensures compliance with environmental and safety regulations.
Any combination of education and/or experience that provides the knowledge, skills, and abilities necessary for acceptable job performance would qualify, such as: five years of progressively responsible experience in the installation, repair and maintenance of mechanical equipment and machinery, including two years experience in a power plant and two years in a supervisory role.
Knowledge,Skills and Abilities
- Thorough knowledge of the principles, practices and methods used in the operation of power plant equipment, including combustion turbine, steam and electric generating facilities; methods, procedures and tools used in the installation, repair and maintenance of power plant mechanical & electrical equipment; safety practices and regulations as applied to work on and around energized electrical equipment; effective employee supervision, including selection, training, work evaluation and discipline;
and equal employment/affirmative action guidelines and policies. - Ability to plan, organize, review and evaluate the work of subordinate staff; select, train, and motivate staff; develop, implement, and interpret goals, objectives, policies, procedures and work standards; read and interpret blueprints, sketches and technical instructions; establish and maintain effective relations with contractors, vendors and City staff; communicate effectively, both orally and in writing; meet the physical requirements established by the City.
Requirements
- Must have or obtain a Class C California driver's license and a satisfactory driving record.
