* * SUMMARY
* * This position performs duties relative to the preparation and administration of the City’s budget and finances, along with research and analysis of the City operations. Performs responsible, accurate and timely financial, technical and administrative work directed toward improving organizational objectives. Assists with the preparation and administration of the annual City budget and conducts management research to assist in the achievement of the City’s mission and accomplishment of its goals.
The position may supervise interns and/or support staff as directed.
** ESSENTIAL RESPONSIBILITIES
*** Performs duties relative to the preparation of the annual budget and the Annual Comprehensive Financial Report (ACFR) and data collection for the Popular Annual Financial Report (PAFR).
* Performs and monitors activities involved in reviewing, examining and evaluating proposed budgets including operating, grant, capital and special project budgets. Assists with the preparation of the proposed budget for presentation to Mayor, Council and citizens in accordance with statues regulating municipal budgets and the levying of taxes.
* Coordinates the preparation, design, composition, calculation and publication of the Annual Budget document to meet the strict guidelines of the Government Finance Officers Association (GFOA).
* Reviews budgetary reports and departmental practices and procedures to determine potential problems.
* Monitors the City’s annual operating and capital improvement budgets.
* Identifies operational problems and assesses needs of the organization. Develops recommendations for procedures and policies to improve efficiency of operations.
* Works with and assists City departments in preparing budgets. Reviews department requests. Provides support for training.
* Assists Directors to identify and evaluate anticipated budgetary problems and recommends solutions.
* Prepares and presents budget and/or financial information to various City boards and to Council.
* Analyzes historical budgets, economic data and revenues to determine trends affecting budget needs and to provide forecasts.
* Researches, prepares and enters all authorized Budget Amendments and Budget Transfers in an accurate and timely manner.
* Assists with goals, objectives, policies and procedures as established by the Finance Director.
* Assists with annual duties as required to accomplish a smooth transition to a new fiscal year. Sets up departmental accounts. Prepares financial and managerial reports.
* Prepare the annual Indirect Cost Allocation Plan and City Cost Allocation Plan.
* Performs a wide variety of responsible administrative, statistical, technical and management duties requested by other Department Directors and/or assigned by City management.
* Assists in the year-end closeout and preparation of the ACFR. Required to keep up to date on GASB and other accounting pronouncements including what impact they will have on the various reporting entities. Must coordinate with outside auditors in an effort to ensure the ACFR is in compliance with GAAP.
* Perform duties related to the Amarillo Economic Development Corporation which include preparation of managerial reports, approval of payment vouchers, assistance in year-end closeout and audit preparation and other duties assigned by City management.

** MINIMUM REQUIREMENTS
** Requires broad knowledge of local government accounting and financial principals and operational/technical aspects of local government administration.
