Health System Specialist - Deputy Chief of Staff

This position is assigned to the Amarillo VA Health Care System in Amarillo, Texas and works closely with all management staff. It specializes in clinical operations, business analysis, and development across a wide range of complex activities in the VA and provides administrative support and staff assistance to the Chief of Staff service lines, relieving the Chief of Staff service lines of administrative responsibilities.

Applicants may qualify based on experience, education, or a combination of both.

• One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression.
• Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
• Experience performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
• Close working relationship with facility managers and analysis/coordination of administrative, clinical, or other service activities.
• Knowledge of: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
• High degree of analytical ability; understanding of clinical informatics, demand forecasting, and business economics to utilize data‑based reporting systems.
• Ability to plan, organize, and direct team efforts across organizational lines.
• Strong oral and written communication skills.
• Expert knowledge of financial management, resource management, contract health services delivery policies, procedures, and guidelines, and federal laws pertaining to health care delivery.
• Advanced user of basic office software programs such as Microsoft Office suite and Adobe Acrobat.

• Ph.D. or equivalent doctoral degree; or
  • Three (3) full years of progressively higher level graduate education leading to such a degree; or
  • LL.M. in the related field of the position (hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration).
• Education must include courses that demonstrate the knowledge, skills, and abilities necessary to perform this work.
• Educational credentials must be obtained in an accredited college or university.

• Must have a combination of specialized experience and education beyond a master’s degree.
• Education portion must include graduate courses that demonstrate the knowledge, skills, and abilities required for this position (hospital administration, public health administration, or related fields with coursework in health care administration).
