Purpose:
Highly responsible, complex, and technical professional work directing the daily operations of the Stormwater Compliance Program while providing engineering and project management support for the City's water, wastewater, and stormwater systems. Works under the general direction of the DPW Director and Assistant Director/City Engineer, exercising a high degree of independent judgment in planning, organizing, and carrying out assigned responsibilities in accordance with applicable regulations, policies, and professional standards.
This position is responsible for regulatory compliance, policy development and implementation, engineering design review, capital planning, and operational oversight of stormwater, water distribution, and wastewater collection and treatment systems. The role ensures compliance with the City's Municipal Separate Storm Sewer System (MS4) permit and applicable federal, state, and local regulations. The position works closely with multiple City departments and external agencies and serves as a key liaison on infrastructure, environmental compliance, and public works initiatives.

Stormwater Compliance & Program Management
- Direct and manage the City's Stormwater Compliance Program to ensure compliance with MS4 permit requirements
- Implement, administer, and enforce Stormwater Rules, Regulations, and Ordinances
- Develop and implement policies, procedures, and regulatory updates related to stormwater management
- Plan, organize, and coordinate daily operations, including inspections, enforcement, maintenance, and water quality programs
- Monitor construction sites for compliance with stormwater permits and issue enforcement actions as necessary
- Develop and maintain Best Management Practices (BMPs) and oversee public education and outreach programs
- Respond to public complaints, inquiries, and interdepartmental requests related to stormwater issues
- Represent the City in meetings with regulatory agencies, municipalities, and professional organizations
- Prepare and administer grants, management plans, and regulatory documentation
- Assist with FEMA mapping updates and stormwater fee appeals
- Provide engineering expertise for planning, design, construction, operation, and maintenance of water, wastewater, and stormwater systems
- Develop and manage capital improvement plans, master plans, and long-term infrastructure strategies
- Review and approve engineering plans, specifications, and technical reports for compliance with applicable regulations and standards
- Perform hydraulic modeling and technical analyses for water distribution and sewer systems
- Oversee design, construction, and maintenance activities for infrastructure projects
- Develop project scopes, budgets, schedules, and bid documents; manage contracts and procurement processes.
- Coordinate infrastructure projects with other City departments, utilities, and external stakeholders
- Conduct field investigations, inspections, and studies to support engineering and operational needs
- Ensure compliance with federal, state, and local environmental and engineering regulations
- Prepare reports and documentation for regulatory agencies, internal operations, and public communication
- Maintain accurate records, maps, permits, and operational data for all systems
- Coordinate with Inspectional Services, Conservation, and other departments on regulatory and development reviews
- Develop and manage operating and capital budgets, staffing plans, and long-term work plans
- Promote and maintain a safe and healthy work environment
- Perform related duties as required
- Bachelor's degree in Civil Engineering, Environmental Engineering, or related field
- Minimum of five (5) years of progressively responsible experience in municipal engineering, stormwater compliance, or water/wastewater systems
- Experience in project management, regulatory compliance, and infrastructure design preferred
- Engineer-in-Training (EIT) or Professional Engineer (PE) license in Massachusetts preferred
- A Massachusetts Class D Motor Vehicle license required.
- Thorough knowledge of MS4 permits, stormwater regulations, and environmental compliance requirements
- Strong understanding of water distribution, wastewater collection, and stormwater systems
- Ability to interpret and apply federal, state, and local laws and regulations
- Experience with engineering design, hydraulic modeling, and infrastructure planning
- Proficiency with Microsoft Office, GIS, CMMS systems, and engineering software
- Strong project management, budgeting, and organizational skills
