Amherst-Pelham Regional School District Full-Time | Full-Year | Business Office

The Amherst-Pelham Regional School District is seeking highly qualified applicants for the position of Regional School District Treasurer / Administrative Support
. This is a full-time, full-year position based in the District’s Business Office, with an estimated start date of May 4, 2026.

The District Treasurer serves as the custodian of all District funds and securities and is responsible for overseeing and supervising all financial transactions. This includes, but is not limited to, the management of cash receipts and disbursements, cash flow, bank and investment accounts, borrowing and debt obligations, and comprehensive financial reporting related to these activities.

Key Responsibilities

Responsibilities include, but are not limited to, the following:

  • Ensure compliance with all applicable state laws governing District treasury functions.
  • Develop, recommend, and implement policies and procedures that support sound treasury operations, and disseminate them to appropriate District personnel.
  • Receive, safeguard, and manage all District funds and financial accounts, providing effective oversight and fiscal stewardship.
  • Serve as the District’s primary financial liaison with financial institutions, advisors (including financial advisors and bond counsel), bond rating agencies, and relevant state departments and agencies.
  • Conduct cash flow analyses to support timely disbursements, investments, and planned borrowing activities.
  • Invest District funds in accordance with state laws and District policies to maximize returns while safeguarding assets.
  • Ensure the adequacy and availability of funds to meet current and long-term financial obligations, including the transfer and borrowing of funds as needed (e.g., BANs, RANs).
  • Manage and oversee all temporary, short-term, and long-term borrowing, including maintaining debt schedules and supporting long-range financial planning.
  • Negotiate borrowing arrangements; prepare required documentation and notes; and report issued debt to the Director of Accounts in accordance with Massachusetts General Law (Chapter 44, Sections 16, 23, 24, and 28).
  • Ensure compliance with federal arbitrage regulations governing tax-exempt investments of bond and note proceeds.
  • Verify and process payment of District bills as approved by the Regional School Committee, including payroll and accounts payable warrants, in accordance with Chapter 71, Section 16A.
  • Comply with Chapter 71, Section 16B regarding budget and assessment certifications to member town treasurers and municipal officials.
  • Reconcile bank accounts with the District’s accounting system on a monthly basis.
  • In collaboration with the Director of Finance, provide revenue monitoring, forecasting, and support for annual budgets and capital financing plans.
  • Assist in the analysis and calculation of Excess & Deficiency (E&D).
  • Prepare and submit required reports to the Bureau of Accounts, including the annual filing of quarterly treasurer cash reconciliation reports by June 30.
  • Reconcile health insurance accounts and prepare related billing.
  • Coordinate E-rate filings and ensure compliance with documentation requirements.
  • Manage accounts receivable and program billing, as needed.
  • Oversee District liability insurance coverage.
  • Prepare journal entries/postings as required.
Qualifications
  • Minimum of five (5) years of experience in school, municipal, or business financial management.
  • Bachelor’s degree in Finance, Accounting, or Business preferred.
  • Certified Massachusetts Municipal Treasurer (CMMT) preferred.
  • Bilingual and bicultural applicants are strongly encouraged to apply.
  • Salary range: $75,000 - $90,000 commensurate with experience.
Reporting Structure

The Treasurer reports to the Director of Finance.
