Basic Function

Conducts engineering assignments for the Engineering Department, working independently and acting as resource and lead position for less experienced personnel.

Job Duties

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Reviewing the design requirements and specifications for all vessel & piping repairs in accordance with applicable codes & standards
  • Calculating renewal thicknesses for equipment or equipment components on an as-needed basis.
  • Assisting in the evaluation of remaining life when requested.
  • Reviews and approves temporary repairs in accordance with ASME PCC-2 and other standards
  • Conducting and/or over viewing pressure vessel re-rates in accordance with the applicable code of construction and jurisdictional requirements.
  • Conducting and/or over viewing vessel alterations to ensure that they are performed in accordance with the NBIC and/or API 510 and PEI standards.
  • Performing stress analyses on piping and pressure equipment on an as-needed basis and documenting the analyses.
  • Performing calculations on an as-needed basis to verify compliance of vessels without Code papers or a Code stamp with the ASME Code as allowed by the jurisdiction.
  • Performing/reviewing advanced assessments of pressure equipment and piping for Fitness for Service in accordance with API 579.
  • Participating, as needed, in leak meetings, as described in Standing Instruction PSIF
    008.
  • Provides technical assurance for hot taps and may lead hot tap package development.
  • Participates in safety, design, and operability reviews for new projects that affect Pressure Equipment.
  • Pressure relief valve oversight responsibilities per PSIF
    006.
  • Reviewing project additions, unit modifications, and process changes to ensure integrity of pressure-retaining equipment.
  • Approving the purchase of new relief devices, including rupture disks.
  • Reviewing and approving proposals to change PRV settings; providing the PRV Shop with instructions for making changes to PRVs.
  • Maintaining the PRV repair "VR" QA/QC manual.
  • Keeping abreast of problems experienced in industry. Working with the PEI manager, as necessary, to define action plans.
  • The location focal point for the interpretation of codes and company standards related to pressure-retaining equipment. Provides feedback to HF Sinclair corporate where revisions to DEPs are needed.
  • Provide engineering support to turnaround planning, execution, and post-turnaround startup.
  • Provide bolting, gasket, and flange specifications.
  • May act as a mentor to other engineers, depending on experience level
  • Tracks performance measures and recommends parameters to ensure integrity of pressure-retaining equipment
  • Support and optimize refinery operations or maintenance activities with troubleshooting skills
  • Provides mechanical review for all new, existing, and revamped equipment and facilities to ensure consistency with applicable design standards such as API, ASME, NFPA, ANSI, OSHA, etc.
  • Startup assistance as needed after turnarounds or outages
  • Investigate and resolve work-in-process problems within area of expertise.
  • Recommends and implement improvements and/or modification in sequence of operations, equipment utilization, and related matters
  • Reviews proposals of outside vendors regarding the purchase of new or modernization of existing processing equipment

Special assignments or tasks assigned to the employee by their supervisor, as determined from timeto time in their sole and complete discretion.

Experience

A minimum of five years of progressive work experience in mechanical engineering related to refinery pressure-containing equipment design, inspection and repair.

Preferred Experience

Professional Engineer registration, refinery or petrochemical industry experience, some or all of FCC, CCR, Alky, Sulfur unit, Delayed Coking, Lubes Processing and hydro-treating experience for Chemical discipline depending on assignment are all preferred.

Education Level

A minimum of a Bachelor's Degree in engineering discipline is required.
