Overview

The City of Anaheim Public Works Department Construction Services Division seeks a dynamic and team-oriented Construction Inspector I or II. The Construction Inspector ensures that our Anaheim customers receive the best possible customer service from our contractors with quality control and assurance of construction activity and investigate and resolve customer concerns. The Construction Inspector is responsible for inspecting all Capital Improvement and Development projects with the city for conformance to City standards.

Candidates must possess construction and/or construction inspection experience. The ideal candidate will have prior public agency experience. Candidates who possess a Certification as a Public Works Inspector are highly desirable.

Construction Inspector I Responsibilities

Entry-level classification within the Construction Inspection series. Incumbents receive on‑the‑job training to learn and develop competencies in performing the essential functions of the job and to apply city and department policies and procedures in conducting public works project inspections. The Construction Inspector I is expected to learn how to perform detailed inspections on a variety of projects and progress toward performing the full range of duties of the Construction Inspector II.

As experience is gained, incumbents are assigned a broader range of more difficult inspection duties, performed under general supervision. Advancement to the II level is based on demonstrated proficiency.

Construction Inspector II Responsibilities

Positions in this classification perform at the journey level and include employees who have substantial related or prior occupational experience. They perform the full range of duties assigned, work under moderate supervision, and are reviewed upon completion. Essential functions include:

  • Handling less difficult inspection projects at various construction stages.
  • Inspecting grading, paving, sewers, storm drains, traffic signals, landscaping and irrigation for private developments and city projects.
  • Determining quantities and preparing progress and final estimates for city‑contracted construction projects.
  • Checking plans and specifications for conformance to City specifications and determining acceptability of materials.
  • Ensuring utilities have been contacted and permits applied for.
  • Assisting with surveying staking on city construction projects and advising contractors.
  • Attending pre‑construction and pre‑grading conferences and conducting pre‑construction meetings.
  • Arranging field and laboratory testing of concrete, rock, asphalt and other materials, and evaluating test results.
  • Coordinating scheduling of work between developers, contractors and City forces.
  • Consulting with developers, contractors and homeowners regarding methods, materials, city specifications and codes.
  • Maintaining diaries of daily inspections, records of payment quantities, labor compliance, testing results and required regulatory records.
  • Attending classes, seminars and reading technical literature to remain current on new methods and materials.
  • Monitoring public right‑of‑way construction permits and conducting storm‑water inspections.
  • Assisting Senior Inspectors with federal construction and major development projects.
  • Coordinating with CWA compliance administrator.
Qualifications for Construction Inspector I
  • Experience:

    Equivalent experience in a construction field or related inspection work.
  • Knowledge:
    Construction principles and practices, safety hazards, defect identification, basic mathematics, soil testing, and engineering plans.
  • Abilities:
    Read plans, detect faulty materials, perform journey‑level inspection skills, interpret engineering plans, communicate effectively, test soils and concrete, apply mathematics.
  • License/Certification:
    Valid California Driver’s License by date of appointment (driving required).
  • Coursework:
    Certificate in Public Works / Inspection desirable.
Qualifications for Construction Inspector II
  • Experience:

    Extensive construction related experience.
  • Knowledge:
    Construction, storm water prevention, safety hazards, materials testing, landscaping, engineering mechanics, applicable laws, codes, electrical basics.
  • Abilities:
    Read plans, detect faulty materials, understand engineering plans, prepare accurate records, test soils and concrete, communicate effectively.
  • License/Certification:
    Valid California Driver’s License by date of appointment (driving required).
  • Coursework:
    Certificate in Public Works / Inspection desirable.

The City reserves the right to determine the qualification of the candidate as either Construction Inspector I or II.
