Job Description: The Chief Portfolio Engineer is responsible for delivering the technical, cost and schedule performance for all engineering content for a program portfolio. S/he provides strategic technical leadership, establishing and directing all aspects of the business unit engineering policies, objectives and initiatives based on long‑term product and profitability goals. S/he is responsible for maintaining adequate resources for all engineering functions in pursuit of the portfolio’s strategic goals and operational plans.
The Chief Portfolio Engineer leads an Integrated Product Team (IPT) ensuring technical, cost and schedule execution of the engineering content of the program. The position might require setting up concurrent IPTs focused on various phases of the portfolio such as Development, Qualification and Production. The role requires flexibility to manage multiple customer requirements (cost, schedule, technical capabilities) while using analytical and strategic skills to guide the engineering team to successful program deliveries of customer needs.
A key part of this role is to work collaboratively across organizational boundaries and ensure programs are smoothly transitioned to production and deployment phases. The Chief Portfolio Engineer must be able to interact with division peers, sector, segment and corporate technical leaders and diverse customers. The successful candidate is an experienced technical and business professional who is able to focus simultaneously on near‑ and long‑term objectives.
Functions
- Build, lead and manage the cross‑functional engineering IPT dedicated to the ongoing advancement of the program.
- Technical, cost and schedule accountability for technical project execution, managing contract change and all phases of the portfolio from capture to sustaining.
- Manage engineering staffing demand and allocation of resources.
- Plan and execute product development, from product definition through production transition to meet portfolio goals and objectives, managing different lifecycle stages of portfolio concurrently.
- Decision maker for high‑level, high‑impact engineering technical issues.
- Develop and support a culture of continuous improvement and best practices.
- Maintain a climate of fostering high employee motivation, performance and commitment, overseeing staffing plans and reviews of work plans and schedules for each phase of a project in accordance with time limitations and funding.
- Represent the engineering organization with major customers and stakeholders.
- Bachelor’s degree in Engineering with a minimum of 12 years of prior relevant experience, or a Master’s degree in engineering or an MBA with a minimum of 10 years of prior related experience.
- Alternatively, in lieu of a degree, a minimum of 16 years of prior related experience.
- Fifteen years of applicable experience in a product development role;
DoD experience a must, with 10 years of experience leading cross‑functional teams. - Experience leading large engineering organizations that are geographically diverse.
- Must hold an active Secret level Security Clearance, which requires U.S. citizenship.
- Ability to influence stakeholders on different levels while working in a highly matrixed, functional organization.
