The City of Anaheim Utilities Department is seeking a Water Systems Operations Superintendent to supervise and coordinate the activities involved in the operation of the City water treatment and production facilities in the Water Field Operations Division within the Public Utilities Department including the treatment plant, reservoir and dam, pumping stations, pressure regulating stations, well pumps, and remote operated valves; to coordinate assigned activities with other divisions, outside agencies, and the general public;
and to provide highly responsible and complex staff assistance to the Water Field Operations Manager.
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
- Coordinate the organization, staffing, and operational activities for theCity water treatment and production facilities including the treatment plant, reservoir and dam, pumping stations, pressure regulating stations, well pumps, and remote operated valves.
- Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
- Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
- Direct, coordinate, and review the work plan for assigned water treatment services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
- Participate in the selection of water treatment personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
- Supervise control of the entire water system utilizing Supervisory Control and Data Acquisition (SCADA); direct the corrective and preventive maintenance activities of the SCADA system, communication system and security devices; manage operations of the treatment plant control and dispatch center.
- Review and manage the operations of the water system, monitoring operations and treatment staff to ensure efficient productivity; maintain pumping percentages on target, and proper operation and maintenance of the City reservoir and dam.
- Investigate and identify methods to improve water quality and energy efficiencies; work with Water Resources to develop additional water sources to meet City needs.
- Participate in the planning of new facilities and systems; participate in the development of specifications for the purchase of equipment; implement, comply with, and monitor hazardous material procedures and local, county, state and federal regulations.
- Provide staff assistance to the Water Field Operations Manager; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.
- Coordinate water treatment activities with those of other divisions and outside agencies and organizations.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of water production and treatment; incorporate new developments as appropriate into programs.
- Perform related duties as required.
Education:
Five (5) years of responsible water production and treatment operations experience including one (1) year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized training in civil engineering, water technology, water utility science, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
