Part Time Utilities Analyst I/II
The City of Anaheim Public Utilities Department seeks a dynamic Part Time Utilities Analyst I/II to support operations in the Water Resources division. Water Resources Division is seeking a qualified candidate to support the department in the development, implementation, and monitoring of water conservation programs that promote efficient water use and help the City meet water use objectives regulations and internal water efficiency goals.
The division also conducts community outreach and education, performs water resources and conservation planning and reporting, analyzes water supply and demand, ensures regulatory compliance, and coordinates with regional or local water agencies to maintain a reliable and sustainable water supply.
The ideal candidate will demonstrate strong analytical, communication, and collaborative skills to support the Water Resource Division's development, implementation, administration, and promotion of water conservation programs including, but not limited to, the following:
- Implement, monitor, and administer the Public Utilities' water conservation programs.
- Coordinate with internal staff, other local agencies, or regional agencies to support state mandated or regional water reduction efforts when required.
- Conduct public outreach including, but not limited to, calling or meeting customers in person, attending community meetings, or attending and assisting in preparation of public outreach events. Outreach events can occur on occasional weekends and evenings.
- Provide status reports on assigned programs; coordinate and attend community outreach events to promote water conservation; design and implement marketing efforts to encourage customer participation in public benefit and conservation programs; coordinate with Public Utilities' Communication group to develop marketing materials including brochures, flyers, and the program website.
- Assist in responding to water waste reports by conducting necessary research and field investigation, coordinating with City staff, and following up with customers as required.
- Keep management apprised of program status and progress through the preparation and delivery of a variety of narrative and statistical reports
- Contribute to technical analyses for policy development, regional conservation planning, and development of water conservation programs and measures.
- Support water conservation program budget preparation, process payments, and assess financial impacts.
- Help prepare reports and studies on water conservation programs.
This is a part-time position averaging 30 hours per week. A minimum number of hours is not guaranteed.
Essential FunctionsThe following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
- Plan, coordinate, implement, and oversee administrative, operational, and financial programs, studies, research projects, and initiatives in support of Public Utilities' mission and goals; participate in the development and implementation of strategies and work plans for the achievement of these goals.
- As assigned, conduct complex surveys, data analysis, auditing, research, and related activities on administrative, budgetary, and operational programs, enterprise and energy risk management, regulatory and legislative affairs, real property administration, and finance and economics; compile research findings, including statistical data, and prepare graphs and related charts as appropriate; present findings and recommendations.
- Research and analyze industry, legislative, and/or regulatory developments for impact on department operations and programs; prepare written analysis, including recommended course of action.
- Research and analyze Utility Department Orders; participate in the development and revision of applicable policies and procedures; present recommendations both orally and in writing.
