Job Description:
The Senior Manager of Government Property Compliance is responsible for leading and advancing division-level government property compliance programs, ensuring alignment with United States Government procurement laws and regulations. This leadership role develops compliance strategy, improves business system readiness, and strengthens property management governance across the division. The position is accountable for developing robust training programs, elevating workforce capability, and representing the division in high-visibility engagements with government agencies and higher level intercompany staff.
Essential Functions:
* Leads strategic planning, execution, and continuous improvement of division-level government property compliance programs to ensure adherence to Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
* Develops and implements audit strategies for Business Systems and operational audits related to internal controls, Mandatory Disclosure requirements, and property management processes.
* Ensures continued approved status and operational excellence of major business systems (Material Management and Accounting System (MMAS) and Property) required for contracting with the United States Government.
* Establishes standardized divisional property management procedures, metrics, and governance frameworks to strengthen compliance, audit readiness, and oversight.
* Leads resolution of complex issues raised by United States Government auditors and customer agencies; develops risk mitigation plans, process improvements, and corrective action strategies.
* Prepares comprehensive audit reports and executive-level briefings; develops cost impact analyses and technical position responses in coordination with program leadership and legal counsel.
* Serves as a primary interface with United States Government representatives, division leadership, and external customer audit teams.
* Partners closely with cross-functional leaders across Operations, Supply Chain, Finance, Security, and Program Management to align compliance strategies with divisional objectives.
* Oversees the design, implementation, and continuous improvement of divisional property training programs, ensuring personnel are equipped to execute compliant processes and understand current regulatory requirements.
* Travel may be required up to 25% to support audits, training engagements, and divisional standardization efforts.
Qualifications:
* Demonstrated mastery-level knowledge in government property, compliance programs, and Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) requirements consistent with a Senior Manager (Career Framework Level Six) leadership role.
* Bachelor's Degree with a minimum of 12 years of progressive government property or compliance experience;
Graduate Degree and a minimum of 10 years of prior related experience; OR in lieu of a degree, a minimum of fourteen 16 years of relevant government property, asset management, or compliance leadership experience.
* Experience leading teams, implementing enterprise programs, and managing compliance strategies within a regulated environment.
* Must be a United States Citizen.
* Active Secret Security Clearance required on Day 1.
Preferred Additional
Skills:
* Industry certifications related to government property management or compliance desirable (National Property Management Association certifications).
* Familiarity with Procurement Integrated Enterprise Environment (PIEE) tools and government property reporting systems.
* Experience with United States Navy Supply System Customer Asset Visibility (Customer Asset Visibility (CAV)).
