The City of Anaheim Human Resources Department seeks a motivated and experienced Senior Human Resources Analyst to perform a variety of professional-level administrative, technical, and analytical duties and responsibilities in support of the Recruitment and Selection Division. The Recruitment and Selection Division conducts and administers high-volume recruitments across all City departments to hire, support and create a workforce dedicated to delivering high-quality services.
The ideal candidate will be well versed in Neo Gov, work independently, take ownership of projects/assignments, and bring a positive energetic and progressive approach for effective recruitment processes and strategies. The successful candidate will have the ability to multi-task, provide excellent customer service and adept to handling challenges in a fast-paced organization by using creative strategies that drive thoughtful initiatives.

- Participate in the City's recruitment and selection activities; review and approve recruitment plans; ensure that decisions are made in accordance with merit system principles and are in compliance with applicable laws, regulations, rules, and bargaining agreements; conduct the more difficult recruiting and examining for sensitive or high level positions; negotiate total compensation packages with executive and high ranking managers.
- Develop, coordinate, and participate in marketing and outreach efforts; advise staff on appropriate and effective advertising for specialized or difficult recruitments.
- Conduct research, analyze data, and prepare written and statistical reports and recommendations for a variety of human resource issues and topics; make oral presentations as required; update and revise written directives, rules, and regulations and various handbooks as appropriate.
- Lead, plan, train and review the work of staff responsible for performing a variety of professional-level administrative, technical, and analytical duties and responsibilities in support of the City's human resources functions including benefits administration, classification and compensation, employer-employee relations, recruitment and selection, and related functions; perform the most technical and complex tasks of the work unit.
- Participate in the preparation and administration of assigned program budget; submit budget recommendations; monitor expenditures.
- Maintain the City's classification and compensation plan; develop and implement classification and compensation plan maintenance strategies and procedures; develop and implement classification and compensation recommendations.
- Administer the employee salary range structures; recommend salary range placement for new employees; review and advise management staff regarding appropriateness of yearly employee salary adjustments.
- Conduct research and develop new City policies, administrative regulations, and personnel rules; oversee and participate in the preparation of resolutions and motions for City Council adoption.
- Develop and participate in the preparation of requests for proposals; interview and recommend to the Human Resources Director the selection of contractors; prepare and ensure compliance with contracts by consultants and contractors.
- Provide staff assistance to the Human Resources Director, Deputy Human Resources Director or Principal Human Resources Analyst; conduct a variety of organizational studies, investigations, and operational studies; recommend modification to City programs, policies and procedures as appropriate.
- Perform related duties and responsibilities as required.
Four years of increasingly responsible professional human resources administration experience supplemented by a Bachelor's degree from an accredited college or university with major coursework in human resources, public administration, business administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Experience supervising staff is highly desirable.
