Primary PurposeThis position is responsible for performing highly technical and complex programming and systems analysis work to fulfill current and future end‑user needs. The incumbent oversees the work of technical staff involved in systems application design, modification, and network administration, provides subject‑matter expertise in design methodologies, and performs all aspects of planning, design, development, coding, testing, and implementation in a variety of programming languages.
Additionally, the leader provides training and assistance to end users and reviews work to ensure quality and performance.
- Plan, design, develop, code, test, debug, and implement complex systems applications in a variety of programming languages.
- Provide leadership and work direction to technical staff, including training, review, and advice on complex technical problems.
- Work with end users to define technical needs, identify problems, and recommend viable systems application solutions.
- Install, configure, and develop integrated technical solutions to approved specifications, using standard methodologies.
- Ensure all systems are appropriately configured to work with the current infrastructure.
- Provide subject‑matter expertise to higher‑level technical personnel on new technology and systems analysis, design, and development.
- Develop and conduct systems applications training for end users and write or update technical program and user documentation.
- Determine necessary changes to current programs, databases, interfaces, and systems to accommodate evolving technology requirements.
- Apply emerging technologies and advances as necessary to perform duties efficiently, organized, and timely.
- Participate in district/college efforts to increase diversity of faculty and staff and address student achievement gaps; actively assist in creating a welcoming and inclusive environment.
- Perform related duties as assigned.
- May provide technical management and oversight on web‑related projects.
Skills and Abilities
- Knowledge of computer hardware, software, networks, and applications.
- Knowledge of various programming languages and applicable technical environments.
- Knowledge of analysis and design methodologies, system and environmental integration techniques, and correct English usage, grammar, and spelling.
- Ability to analyze, specify, design, develop and maintain complex technical environments.
- Ability to install, test, maintain vendor and in‑house developed tools and systems.
- Ability to develop complex control and programming codes and perform performance testing, configuration management, and quality assurance of supported environments.
- Ability to analyze customer requirements and propose effective technical solutions.
- Ability to plan, organize, prioritize work, and meet schedules and timelines.
- Ability to communicate effectively, both orally and in writing, and to understand and follow oral and written directions.
- Ability to establish and maintain effective working relationships with others.
- Two (2) years of college coursework in Computer Science, Information Systems, or a related field.
- Five (5) years of programming experience maintaining network operating systems and related activities, including project management and extensive lead experience.
- Demonstrated commitment to diversity, including sensitivity to and understanding of diverse backgrounds and an ability to demonstrate how experience relates to achieving the goals of the position.
- Experience supporting and enhancing enterprise systems such as Banner ERP, Degree Works, and other student information or higher education technology systems.
