Summary

Under minimal supervision, assists in the management of multiple rural sanitation projects involving all phases including planning, scope development, funding acquisition, design, construction and final project closeout. Is instrumental in providing facilities that promote the highest quality of health services in partnership the Alaska Native people and the Alaska Tribal Health System.

Responsibilities
  • Oversees various components of projects while meeting quality standards and the production of expected deliverables during all phases of the project life cycle.
  • Assists in the management of multiple sanitation projects in collaboration with customers, design engineers, construction personnel and other program staff. Provides local program coordination with other Federal, State, Tribal and local programs.
  • May serve as the technical point of contact with multiple communities providing technical assistance for project requests. Provides assistance in the direction and guidance to scattered site teams in project development, design and construction activities.
  • Manages individual construction project schedules and budgets. Performs site evaluations in accordance with program directives. Directs detailed planning and construction surveying and staking for location, alignment, and grade of sanitation facilities for water and sewer systems.
  • Serves as construction representative and contracting officer's representative (COR) for designated contract construction projects accomplished through federal and tribal procurements. Coordinates construction operations with contractors, tribes, and homeowners.
  • Prepares standard cooperative project agreements and develops project work plans. Assists with project scheduling and adjusts project activities as necessary to accommodate changing conditions. Assists in the management of design and construction contracts to meet schedules.
  • Develops and maintains required project documentation, tracks project progress using standardized project management tools, completes progress reports for external funding agencies. Monitors quality control/quality assurance for all project related activities and develops, manages and monitors project budgets and contracts.
  • Coordinates and/or inspects construction performed by contractors and/or in-house crews and prepares punch-list items and beneficial use agreements. Completes project closeout procedures including financial reviews, grant closeouts, transfers of ownership, and final reports, and prepares project closeout documents.
  • Performs other duties as assigned.
Knowledge and Skills
  • Knowledge of applicable Federal, State, and Tribal law, regulations, rules, policies, processes, codes and operational guidelines.
  • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.
  • Knowledge of electrical and mechanical processes and specifications for water/wastewater systems.
  • Knowledge of the planning, design, construction and operation of sanitation systems or related infrastructures in rural Alaska cold climates.
  • Knowledge of principles of engineering and construction of sanitation facilities for rural communities.
  • Skill in using analytical and research skills to define and solve problems.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in reading and evaluating technical drawings and schematics.
  • Skill in establishing and maintaining cooperative working relationships with federal and state agencies, co-workers, and contractors.
  • Skill in operating a personal computer, utilizing a variety of software applications.
  • Skill in verbal and written communication.
Minimum Education Qualification

A Bachelor’s Degree in project management, construction technology, or related field. Progressively responsible professional /exempt work experience may be substituted on a year-for-year basis for college education.

Minimum Experience Qualification

Non-supervisory – Three (3) years field construction experience. An equivalent combination of relevant education and/or training may be substituted for experience.
