Role Overview

The Pre‑Construction Manager will lead the pre‑construction function, overseeing the development, accuracy, and delivery of project estimates and proposals. The position manages the full pre‑construction process, ensuring consistent estimating standards, effective risk evaluation, and alignment with operational and financial objectives.

Responsibilities
  • Develop, maintain, and enforce standardized pre‑construction procedures and budgeting systems.
  • Oversee the analysis of past project performance and ensure the historical cost database, bid management systems, and Pre‑Construction software platforms remain accurate.
  • Collaborate with senior leadership to finalise bid packages, formatting requirements, and budget tracking tools.
  • Serve as administrator for HCSS Heavy Bid libraries, updating equipment and labor rates on a regular basis.
  • Assign project‑specific responsibilities to pre‑construction team members and review project plans and specifications.
  • Identify project risk issues, solicit subcontractor and supplier information, and maintain bid history and prospective work opportunities.
  • Coordinate technical proposal requirements with the Marketing Department and ensure constructability considerations are addressed.
  • Maintain relationships with customers, design teams, specialty contractors, suppliers, and user groups.
  • Develop and submit two‑step design‑build proposals, including Phase1 qualification packages and Phase2 technical and cost proposals.
  • Lead design‑development meetings, value‑engineering discussions, and proposal technical narrative preparation.
  • Facilitate the transition of estimates to baseline budgets and establish cost‑control mechanisms.
  • Conduct self‑perform estimating on key construction activities and oversee internal estimate review meetings.
  • Supervise project coordinators and estimators, providing training and mentorship.
  • Continuously monitor emerging construction technologies, materials, and market trends to support pricing accuracy.
  • Perform any other duties as directed and maintain a safe, alert work environment.
Qualifications
  • Bachelor’s degree in Engineering, Construction Management, or a related field, or equivalent education and experience.
  • Minimum of 10years of relevant construction experience, including pre‑construction estimating and project planning.
  • Experience with federal construction projects (e.g., U.S. Army Corps of Engineers) and pre‑construction process management.
  • Proficiency in Pre‑Construction software (especially HCSS Heavy Bid). Ability to prepare accurate budgets and cost estimates.
  • Strong analytical, mathematical, and Microsoft Office skills.
  • Effective communication skills; ability to collaborate across teams and influence senior management.
  • Valid state driver’s license and ability to operate a motor vehicle safely.
  • Willingness to travel for work‑related purposes and ability to pass drug, driving and background screening.
Preferred Qualifications
