• Must meet service requirements and background review for JROTC instructors and be certified as outlined by the appropriate military branch to be considered for a JROTC instructor position.
• Must have attained the following grade and status:
  • For retired enlisted members E6 to E9 and for retired officers O3 to O6, be retired with at least 20 years of active duty, and must not have been retired from active duty for more than five years at the time of employment.
  • For active duty members SSG and PSG/SFC, have a minimum of five years of active duty service.
  • For the Air Force, have been retired five years or less.
  • For the Army, have been retired for three years or less.
• Must be of good moral character and have the mentality, positive personality, physical appearance and condition, bearing, and neatness required for favorable representation of the program and the appropriate service (Army, Navy, Air Force) in daily contact with the civilian community.
• Must have a thorough knowledge of course subject matter and demonstrate the instructional ability required to be a successful instructor to include challenging, motivating, and influencing JROTC students to learn and develop leadership, self-reliance, responsiveness to constituted authority, moral attributes, and attributes of good citizenship and patriotism.
• Must be a citizen of the United States and not have ties that would reasonably influence him or her to act in favor of a country or a person bound to a foreign country having basic or critical interests opposed to those of the United States.
• Must possess personal qualities, characteristics, and job or duty performance listed in efficiency reports.
• Must demonstrate conduct that is and has been above reproach. Must have no personal habits or character traits that are questionable from a security or social standpoint such as financial irresponsibility, excessive drinking or gambling, drug addiction, or emotional instability.
• Must have no record of conviction or court-martial, no record of time lost to be made good under 10 USC 972, and no record of civil convictions. Exceptions may be made for minor offenses. AR 601-210 will be used as a guide for this purpose.
• Must have been discharged under honorable conditions from all previous enlistments and prior service, if any, prior to employment; does not preclude those on active duty within one year of retirement from applying. Current service of active duty members, to whom discharge from present status is not applicable, must be honorable.
• For those personnel tested in Aptitude Area GT, must have obtained a score of 100 or better.
• Before initial employment, must meet retention medical fitness standards of chapter 3, AR 40-501 with a minimum of 1 in the S factor of the physical profile. For continued employment, meet the physical requirements of the school where employed.
• Must have a favorable National Agency Check (NAC) prior to employment or reemployment if more than one year has lapsed since last military service of federal civilian employment. Must have favorable NAC report just before initial employment and have favorable NAC reports every fifth year thereafter.
• JROTC instructors employed by the Anchorage School District must maintain standards and have qualifications that are established and approved by the district.

• Employs diagnostic methods to accommodate and identify student proficiency levels and subsequently plans short- and long-range programs designed to accommodate these identified needs.
• Establishes a physical, emotional, and intellectual climate conducive to the teaching/learning process.
• Uses effective teaching methods for the achievement of desired objectives.
• Employs a variety of methods and materials which will motivate the JROTC student to earn and seek additional learning experiences.
• Provides leadership in the establishment of positive relationships between students and between students and teachers.
• Selects, develops, and employs appropriate evaluation techniques to assess student progress and instructional effectiveness.
• Assists students in accepting and practicing standards of good decorum.
• Promotes harmonious and cooperative relationships with staff, parents, and the community.

The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs.
