Position Overview
Open to the general public and any current Municipal employee. This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

Responsibilities- Under direction of Private Development lead staff, perform duties as needed for program and APDES (Alaska Pollutant Discharge Elimination System) requirements.
- Compliance activities for construction site discharge requirements of the MOA APDES permit.
- Conduct pollutant source tracking, coordinate with other divisions and agencies for requirements and inspections.
- Respond to citizen complaints, track and collect data to satisfy APDES requirements.
- Educate contractor personnel on permit requirements, enforce permit requirements.
- Produce periodic reports of all activities in the permitting process.
- Inspect road and drainage projects; fill, grading, excavation projects; snow disposal sites; civil site improvements for commercial developments; permanent stormwater controls; temporary erosion and sediment controls; and stormwater operation and maintenance manuals for commercial developments.
- Perform other duties as assigned.
- High school diploma, GED, or equivalent, plus five (5) years of experience in drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with the Municipality or equivalent elsewhere.
- OR Associate’s degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department, plus three (3) years of experience in drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control and/or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with the Municipality or equivalent elsewhere.
- OR Bachelor’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department, plus one (1) year of experience at the Engineering Technician II level with the Municipality or equivalent elsewhere.
- Satisfactory background check including criminal, education, and employment history at time of hire.
- Valid State of Alaska Driver’s License and satisfactory driving record at time of hire.
- Municipality of Anchorage certification as a Designated Peace Officer within six (6) months of hire.
- Certified Erosion Sediment Control Lead (AK CESCL).
- Preference for Anchorage Municipal Employees Association (AMEA) employees; AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to non‑AMEA candidates.
