Engineering Assistant 3 – Department of Transportation and Public Facilities

The Department of Transportation and Public Facilities (DOT& PF) is seeking an Engineering Assistant 3 to provide technical engineering review and procurement support for complex construction‑related procurements. This position serves as an engineering liaison between project teams and procurement staff, helping ensure contract documents, specifications, and project requirements are accurate, complete, and aligned with state and federal funding and procurement requirements.
Locationand Salary
Depending on the selected applicant’s location, this position can be filled in Fairbanks, Anchorage, or Juneau.
Salary information:
- Anchorage: $43.19 / Hour – OT Eligible
- Fairbanks: $44.49 / Hour – OT Eligible
- Juneau: $45.35 / Hour – OT Eligible
- Review contract plans, specifications, and procurement documents for complex transportation, highway, airport, and multimodal projects.
- Provide technical engineering support during procurement development, assist with constructability and compliance reviews, identify potential risks or inconsistencies in contract documents, and help ensure engineering requirements are clearly reflected in solicitations and contract materials.
- Support alternate procurement methods such as Construction Manager/General Contractor, Indefinite Delivery/Indefinite Quantity, Progressive Design‑Build, and Design‑Build.
- Work with procurement staff, contracting officers, project managers, consultants, and other stakeholders to support bid reviews, contract modifications, technical standards, quality control, and procurement strategies for high‑profile infrastructure projects.
- General Engineering: Knowledge of the concepts, principles, and theories of engineering and their practical applications.
- Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
- Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
- Analytical Thinking/Problem Solving: Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
- Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues and responds appropriately.

Bachelor’s degree with a major in engineering, architecture or land surveying from an institution accredited by ABET.
AND Two years of engineering, architectural or land surveying experience of which one year was at the working or intermediate trainee level. The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.
OR:
Bachelor’s degree with a major in a branch of engineering from an institution not accredited by ABET.
AND An Engineer‑In‑Training (EIT) certificate issued by a state or the National Council of Examiners for Engineers and Surveyors; or verification of passing the Fundamentals of Engineering (FE) examination.
AND Two years of engineering, architectural or land surveying experience of which one year was at the working or intermediate trainee level. The specific experience includes such work as an Engineering Assistant 2 with the State of Alaska or the equivalent elsewhere.
Substitutions:
- Four years of any combination of ABET accredited postsecondary education in engineering, architecture, or land surveying (3 semester/4 quarter hours equal one month) and/or engineering, architectural or land surveying experience may substitute for the required degree.
