Job OverviewThe Industrial Pretreatment Inspector works under the supervision of the Industrial Pretreatment Coordinator to ensure compliance with the EPA Industrial Pretreatment Program (IPP). Duties include inspection of industrial users and facilities, compliance monitoring, data compilation, record maintenance, quality assurance/control, field testing/sampling, equipment maintenance, drafting enforcement actions, adherence to the Sewer Use Ordinance, evaluation of enforcement evidence, plan and procedural updates, report drafting, testifying in hearings, reviewing technical documents, public education, and evaluating waste discharge compliance.
Responsibilities- Inspect industrial users and facilities.
- Monitor compliance and compile data.
- Maintain records and perform QA/QC activities.
- Conduct field testing and sampling.
- Maintain equipment.
- Draft enforcement actions and reports.
- Ensure adherence to the Sewer Use Ordinance.
- Collect and evaluate enforcement evidence.
- Update plans and procedures.
- Provide evidence and testify in hearings or enforcement actions.
- Review technical documents.
- Conduct public education and evaluate waste discharge compliance.
- Support future source control programs using software such as Sanitary Sewer Overflows, FOG, Dental Amalgam, and Food Establishments.
- Represent the municipality to regulatory agencies, industrial users, and stakeholders.
- Provide support to the Industrial Pretreatment Coordinator to maintain records and ensure compliance with existing and new regulatory programs.
- Perform other duties as assigned.
Minimum requirements for the position are:
- High school diploma, GED, or equivalent, and five (5) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with Municipality or equivalent elsewhere.
- OR Associate’s degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department, and three (3) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control and or code enforcement, and at least one (1) year of which must have been at the Engineering Technician II level with the Municipality or equivalent elsewhere.
- OR Bachelor’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department, and one (1) year of experience at the Engineering Technician II level with the Municipality or equivalent elsewhere.
- Satisfactory background check which includes criminal, education, and employment history at time of hire.
- Valid State of Alaska Driver’s License and satisfactory driving record at time of hire.
- Code Enforcement Officer Certification within six months of hire.
