Job Description

Engineer/Architect 3 (Central Region Senior Construction Project Manager) – a full‑time, flexible/hybrid position supporting the Department of Transportation and Public Facilities in Alaska. The role is based in Anchorage or Wasilla and is responsible for managing 10–15 concurrent public‑works construction projects, ranging from $0.5 million to $50 million, from pre‑bid through final records review.

This position directly manages a portfolio of public‑works projects through individual on‑site project engineers, consultants, and their subordinate staff. Projects span airport and highway construction, and the manager is responsible for coordinating technical and non‑technical activities, maintaining limited budgets, and fostering public involvement.

• Oversee project planning, procurement, and execution for airport and highway construction initiatives.
• Resolve contract disputes, negotiate change orders, and settle claims.
• Select consultants and develop professional service agreements.
• Ensure compliance with Alaska aviation and highway specifications, the Alaska Construction Manual, local codes, ADA regulations, and environmental permits (NPDES, SWPPP).
• Travel to remote locations by small airplane, boat, or motor vehicle.
• Direct department and consultant staff, including project engineers.
• Apply partnering principles and alternative dispute‑resolution methodologies.
• Provide on‑call guidance to construction staff during evenings and weekends.

• Registration as a Professional Engineer (PE) or Architect and a minimum of three years of professional engineering or architectural experience.
• Experience with airport and highway construction projects.
• Knowledge of procurement laws and regulations, preferably State of Alaska laws.
• Background in resolving contract disputes and negotiating change orders.
• Familiarity with Alaska construction specifications, the Alaska Construction Manual, local codes, and ADA laws.
• Understanding of Arctic and sub‑arctic engineering design and construction practices.
• Core competencies:
  
  civil engineering, decision making, partnering, conflict management, and accountability.
• Valid U.S. driver’s license; frequent travel required within Alaska.
• Professional Engineering (P.E.) or Architect license is required.
