This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Serves as Senior Contract Specialist responsible for pre-award and post-award functions for a variety of contracts to include large-scale and/or complex procurement of services, equipment, and/or construction for the Alaska District and other Government agencies.

• Reviews requests for the procurement of complex equipment, services, and/or construction.
• Prepares solicitation documents. Incorporates applicable provisions as mandated by procurement regulations, such as requirements for technical proposals with appropriate evaluation criteria and socioeconomic programs.
• Formulates the negotiation strategy and negotiates with potential contractors as well as contract modifications.
• Provides technical advice, guidance and training to junior contract specialists in the division.

• This position is eligible for situational telework.
• The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter.
• This position requires DAWIA Contracting Professional acquisition certification within 6 months of employment.

• A 4-year course of study leading to a bachelor's degree with a major in any field; OR
• At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

• Exceptions:
  Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.
  
  However, employees must meet specialized experience requirements when seeking another position.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes: serving as a contract specialist for pre- and/or post-award functions for contracts and/or grants/cooperative agreements such as, but not limited to, procuring a wide variety of products and services; preparing awards and modifications, performing price/cost analysis; monitoring contractor's performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service(GS-11).
