Position: Project Control Specialist with Security Clearance
Duties
* Coordinates the planning, design, cost engineering, construction, and environmental restoration, etc., for engineering projects.
* Controls and manages project milestones and budgets from project initiation to close-out Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance.
* Serves as the District's primary point of contact for projects assigned with sponsor/customer;
Federal, state, and local government agencies, Congressional interests; other external organizations; and higher authorities.
* Prepares documentation of scope, schedule and budget expectations and development of a comprehensive management plan that integrates all project requirements into a coordinated and cohesive response.
* Collects project execution data from the project delivery team and develops local reports and procedures. Requirements Conditions of employment

* Incumbent may be required to travel in TDY status up to 5%.

Experience:

One year of specialized experience which includes
1) Coordinating with multi-disciplinary teams to facilitate the lifecycle of an engineering or construction project;
2) Applying project management principles to monitor project scope, schedules, and costs; and
3) Analyzing project-related issues, technical complexities, or regulatory requirements to recommend solutions to project leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
