Job Description

PURPOSE OF POSITION:
Develops and administers employee benefit programs, including health and life insurance, COBRA, retiree medical, employee assistance, and wellness program. Ensures the benefits programs are designed, implemented, and administered in a manner that will attract and retain the talent necessary for the achievement of corporate goals. Is responsible for the Human Resources Information System (HRIS). Manages electronic employee records program. Administers family medical leave (FML) program, and coordinates return to work.

Responsible for Americans with Disabilities Act program compliance.

Duties and Responsibilities:

Develops, implements, and administers ARRC benefit plans. Develops policies and procedures for benefits administration and ensures actions comply with union contracts and various laws and regulations. Produces and ensures distribution of related employee communications. Develops requests for proposals and manages vendor compliance with contracts and relationships. Coordinates activities with third-party administrators. Applies policies, advises management and employees on benefits, and coordinates with Legal Department and consulting attorneys on compliance matters.

Resolves participant issues related to benefits. Researches and analyzes benefits practices in local and national labor markets, recommending policy and procedures adjustments to ensure a competitive benefits program. Regularly participates in benefits and compensation surveys for benchmarking purposes.

Supervises HR Representative and HR Coordinator. Plans and assigns work, approves leave, resolves complaints, and conducts training. Evaluates and coordinates work and duties assigned to subordinates by other Human Resources managers. Reviews work of subordinates and rates performance.

Manages the electronic employee records system including related workflow process improvements and ensures that ARRC employee records are accurate and up to date. Manages the personnel action process. Develops, implements, and administers corporation personnel policies and procedures related to records management and HRIS data management. Serves as HRIS manager for the personnel system. Assesses needs and develops necessary system edits. Implements across-the-board increases, benefit-related deduction/contribution changes, etc.

Maintains personnel and benefit-related systems tables. Develops programs to produce standard and ad hoc reports. Develops and maintains all forms necessary for the personnel records system, as well as benefit plans forms.

Provides support for union contract negotiations, particularly regarding benefit and records issues. Leads labor-management cost containment committees. Interprets and administers labor contracts with respect to a variety of human resource subjects.

Serves as liaison for development of processes, interfaces, reports, etc., with IT; communicates with third-party administrators; identifies Human Resources information technology needs; analyzes available data; performs final audits of Human Resources information produced.

Serves as the Privacy/Security Officer for compliance with HIPAA regulations regarding the confidentiality, security and privacy of ARRC group health plan records; coordinates HIPAA Security Working Group meetings and agendas; coordinates annual HIPAA training initiatives and annual review of HIPAA Privacy and Security policies as well as Notice of Privacy Practices.

Assists the CHRO in the ARRC's compensation program for represented employees which includes but is not limited to position description maintenance, job evaluation, and salary administration. Makes pay grade recommendations for new non-represented employees.

Administers family medical leave (FML) program in compliance with the Family Medical Leave Act, the Alaska Family Leave Act, ARRC policy, and collective bargaining agreements. Reviews applications, determines eligibility, communicates decisions to employees and managers, tracks usage, maintains required paperwork, and coordinates employee's return to work. Conducts training for supervisors on FML processes and requirements.
