Fuels Handling Equipment Technician

Purpose and Scope

The FHE Technician installs, maintains, repairs, and adjusts pumps, control valves and meters, strainers and filters, water separators, and pipelines of liquid fuel systems for airfields. The role also includes maintaining bulk storage installations and conventional/unconventional refueling systems used in fuel storage distribution systems.

• Install, maintain, repair, and inspect FSE assets including R-18 Pumping Unit, R-19 Filter Separators, R-20 Servicing Platform, R-21 Plumbing Assembly, TASS PMU-27 Pumping Cart, 50K Fuel Bladders, 210K Fuel Bladders, 10K Fuel Bladder, 210K Berm Liner.
• Adjust, repair pumps, control valves, meters, strainers, filters, water separators, and all other elements of liquid fuel systems.
• Perform periodic inspections of fuel bladders and pumping units to detect and correct leakage, corrosion, faulty fittings, and malfunction of mechanical units, meters, gauges, and hoses.
• Conduct 90‑day and 180‑day inspections of FSE assets per regulations, AFI, and Technical Orders.
• Inspect electrical wiring, switches, and controls for safe operating condition, grounding, and adjustment.
• Repair, replace, and adjust malfunctioning equipment to restore operating condition as specified in regulations and repair manuals.
• Disassemble, adjust, align, calibrate gauges and meters, and perform hydrostatic hose testing.
• Maintain and monitor the shelf‑life program for all FSE parts (hoses, valves, seals and other items with a shelf‑life requirement).
• Perform PMIs and function checks on all equipment to ensure unit operation in accordance with AFIs and Technical Orders.
• Conduct inventory of RSPs and UTC FSE kits on a semi‑annual and annual basis or as directed.
• Prep assets for shipment to off‑site locations.
• Perform Limited Technical Inspections such as Acceptance, Shipment, and Condition on assets arriving or being shipped from the site.

• High school diploma or equivalent.
• Two (2) to five (5) years of job‑related experience in the installation, operation, inspection, maintenance, and/or repair of fuel delivery systems.
• Comfortable working in all weather conditions.
• Physically able to operate a variety of machinery and equipment, trucks, forklifts, fuel pumps, hand tools, etc.
• Physically able to operate motor vehicles.
• Ability to read, speak and write English.
• Basic mathematical skills.
• Must be able to obtain and maintain a Public Trust US Government Clearance (US citizenship required).
• Completed Fuels Apprentice Course (AB) OR completed FORCE Course (AB) within 12 months of employment or equivalent experience.
• National Petroleum Management Association Certified Petroleum Journeyman (CPJ) or equivalent certification acceptable as an alternative to fuels apprentice training.

The role requires frequent walking, use of hands to finger, handle, or feel, reaching with hands and arms, talking or hearing, and tasting or smelling. Tasks include climbing ladders, scaffolding, and platforms, standing, bending, and working in cramped areas; lifting and carrying tools and equipment which may weigh over 40 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

Exposure to moving mechanical parts, wet or humid conditions, high or precarious places, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions, extreme cold, extreme heat, and the risk of electrical shock is common. Noise levels are usually moderate.
