THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY Position Summary

We are seeking qualified and compassionate Resource Navigators to support the State of Alaska Disaster Case Management Program. This position plays a critical role in helping disaster survivors access available recovery resources, services, and assistance programs to address disaster‑related unmet needs.

The Resource Navigator serves as a bridge between disaster survivors and the network of governmental, nonprofit, faith‑based, and community organizations supporting recovery efforts. Working closely with Disaster Case Managers, Resource Coordinators, and community partners, the Resource Navigator helps survivors understand available resources, complete referrals, overcome barriers to accessing assistance, and progress toward recovery goals.

Preference may be given to candidates with knowledge of Alaska communities, local service networks, and experience working with rural, tribal, and underserved populations.

Job Duties and Responsibilities include
  • Assist disaster survivors in identifying and accessing available recovery resources and assistance programs.
  • Educate survivors on disaster recovery services, eligibility requirements, application processes, and available community resources.
  • Conduct resource navigation and referral activities to connect survivors with housing, financial assistance, food assistance, healthcare, behavioral health services, transportation, employment resources, and other recovery supports.
  • Support survivors with Access and Functional Needs (AFN), including individuals with disabilities, medical needs, mobility limitations, language barriers, transportation challenges, and other specialized needs.
  • Work closely with Disaster Case Managers to support survivor recovery plans and address unmet needs.
  • Assist survivors with completing applications, gathering documentation, and navigating recovery‑related systems and processes.
  • Follow up on referrals and resource connections to ensure survivors receive appropriate services and support.
  • Coordinate with community organizations, nonprofit agencies, tribal organizations, faith‑based groups, and government partners to facilitate access to resources.
  • Maintain accurate records of survivor interactions, referrals, resource connections, and outcomes within program systems.
  • Participate in outreach activities, resource fairs, community meetings, and recovery events as needed.
  • Ensure compliance with program requirements, confidentiality standards, and data protection policies.
  • Ensure health and safety guidelines are established and followed.
  • Complete required training including safety training.
  • Complete required training and perform other duties as assigned.
Skills and Competencies
  • Strong customer service, communication, and interpersonal skills.
  • Ability to work effectively with individuals experiencing crisis, trauma, or significant recovery challenges.
  • Knowledge of community resources, social services, and disaster recovery programs.
  • Ability to build rapport and establish trust with diverse populations.
  • Strong organizational skills and attention to detail.
  • Ability to work independently while collaborating within a multidisciplinary recovery team.
  • Familiarity with trauma‑informed care principles and survivor‑centered service delivery.
  • Experience supporting individuals with Access and Functional Needs (AFN) preferred.
Required

Education and Experience
  • Associate's degree in Human Services, Social Work, Psychology, Public Administration, Emergency Management, or a related field preferred.
  • Minimum of two (2) years of experience in case management, social services, community outreach, disaster recovery, housing assistance, behavioral health, or related human services programs.
  • Experience working directly with clients, survivors, or vulnerable populations preferred.
  • Strong proficiency with Microsoft Office applications and data management systems.
  • Ability to pass a criminal background check.
Work Environment
  • Requires direct interaction with disaster survivors in office, community, shelter, virtual, and field environments.
  • May require travel throughout Alaska to support disaster recovery operations.
