Database Administrator, IT Consultant
The GIS Administrator is responsible for overseeing the Geographic Information System (GIS) program, including its development, implementation, and maintenance, along with its interface with other software. This involves managing GIS services, procedures, and staff, as well as coordinating with other departments and the IT Director. The Administrator also handles tasks such as converting geographic information to digital data, maintaining files, and ensuring data integrity.
KEY RESPONSIBILITIES
- Performs complex technical cartographic mapping and data analysis tasks related to the GIS Queries and retrieves information in support of functions.
- Plans, directs, and coordinates the development, implementation, and maintenance of the GIS program.
- Manages GIS services, workflows/procedures, and staff.
- Transforms geographic information to digital data, maintains files and records, and ensures data integrity.
- Works with the IT Director and other departments to ensure effective GIS operations.
- Maintains and updates the GIS database and administers data sharing agreements with external partners.
- Provides technical support, training, and consultation to GIS users while serving as an adviser on technical aspects of GIS implementation.
- Ability to train and teach staff the skills necessary to build and maintain the data necessary for the functioning of their departments.
- Prepares and presents reports, proposals, and status updates related to the GIS program.
- Develops and maintains policies, standards, and procedures for the GIS program across user departments.
COMPETENCIES
Strong understanding of GIS principles, software, and technologies, including experience with ArcGIS Desktop/ArcGIS Pro, ArcGIS Online, ArcGIS Portal, and GIS Server management, interface between GIS and other vital software, such as Open Gov and Cartegraph. Experience in C#, Java, Python, database design, spatial statistics, etc. Knowledge of mobile GIS/GPS data collection. Knowledge of Microsoft SQL Server, writing SQL queries, scripting, data modeling, analysis, and reporting.
Ability to:
- Analyze data, database architecture, and data design, including departmental workflows as necessary. Develop and maintain technical documentation.
- Design and implement user applications, such as dashboards. Revise existing maps and charts, and data compilation for map preparation. Maintain software.
- Supervise and evaluate staff, coordinate work, and provide guidance.
- Communicate effectively using written and verbal communication for reporting, presentations, and user support.
- Troubleshoot and resolve technical issues related to GIS systems and interfaces.
