Job Description

DESCRIPTION: Under the direction of the Superintendent-Director, the Director of Workforce Development is responsible for all adult workforce development programs and the After Dark high school program s includes pursuing funds to support all adult programming, and supervising workforce development staff.

ESSENTIAL FUNCTIONS

Workforce Program Development
  • Develop innovative adult programming to address business and industry workforce training needs.
    • Establish educational partnerships with secondary and post-secondary institutions to collaborate on meeting industry workforce demand.
    • Reach out to business and industry to build partnerships to understand their needs, get input on curriculum design, and recruit as employment sites for graduates.
    • Attend, with the team, the relevant CTE Advisory Committee meetings twice a year to ensure consistency in delivery of vocational programs.
  • Lead the operation of all existing GLTS workforce development programs, which include both:
    • Apprenticeship trainings, especially in Plumbing and Electrical, for graduating students and tradespersons in the community.
    • Adult technical trainings for unemployed, underemployed, or incumbent workers that run during the summer, fall, and winter/spring.
  • Oversee all programs and ensure that each has all components necessary for a successful outcome, which will include outreach and recruitment, eligibility assessment, enrollment, job readiness workshops, coaching for success, technical training, and job placement and retention services.
  • Ensure the facility is being properly utilized during out-of-school hours; report any deficiencies to the Superintendent-Director.
  • Ensure that workforce programming is available to new graduates from local comprehensive high schools.
  • Meet with state licensing boards to advance approval of GLTS trainings for apprentice hours.
  • Upon request, attend training programs and work sessions recommended by the Superintendent-Director or Principal in order to enhance understanding of workforce development and the goal and mission of G.L.T.S.
  • Work closely with the school’s co‑op coordinator to identify employment trends and secure job opportunities for all students.
  • Fundraising for Workforce Development
  • Research grant opportunities, cultivate relationships with private and public funders, and compose winning grant applications to support workforce development programs k with a consultant during year 1 to develop grant preparation skills.
  • Develop grant application budgets to sustain department operations.
  • Maintain the electrical and plumbing apprenticeship trainings as a profitable program for GLTS.
  • Management Responsibilities
  • Develop and implement the overall direction and scope of the Workforce Development Department in collaboration with staff and under the supervision of the Superintendent / Director.
  • Develop the workforce development department budget each year and make sure funding is available to support all costs.
  • Human Resources:
    • (a) Manage the 7‑person professional workforce development team. This includes guiding their work, annual evaluations, and recruiting and hiring new staff as necessary.
    • (b) Hire and manage all CTE instructors and support staff for the After Dark and the adult technical training classes.
    • (c) Oversee preparation of bi‑weekly payroll information for personnel;
  • Grants Management:
    • (a) Ensure that programs are operated according to the grant plan. Prepare all grant narrative and fiscal reports.
