The Manufacturing Engineering Planning and Proposal Team partner with Estimating & Pricing to support program proposal activity for our work centers.
Our team follows an established process of deciphering the proposal request and areas impacted, communicating the request to the impacted work centers, receiving the work center Non-Recurring Engineering requirements and generating the Basis of Estimate (BOE's) with substantiating PS-07 reports. We also manage and document the financial performance and reporting for the northeast work centers we support in the form of Earned Value (EV) and Estimate at Completion (EAC).
As a Program Proposal Data Analyst, your primary responsibilities will include engaging customers on proposal activities and supporting weekly, monthly and quarterly financial performance metrics.
Additional responsibilities may include:
- Basis Of Estimate (BOE) Certification, PS-07 report generation and assisting with Proposal / Bidding process
- Working with Software Bidding Tool
- Working with VBS, PRISM, CMES, PDM, Business Warehouse and Microsoft applications
- Working with Earned Value to help value streams establish baseline and evaluate ETC.
- Working with SAP and APEX
- Managing data for cost center, WBS, IPT, etc.
- Basic understanding of ICMS/contracts to find proposal and program information when requested

Qualifications You Must Have:
- Typically requires a University Degree or equivalent experience and minimum 2 years of prior relevant experience, or an Advanced Degree in a related field
- Experience with data analysis and/or data management
- Ability to obtain a U.S government issued Confidential security clearance is required prior to start date
Qualifications We Prefer:
- Demonstrated success working in a fast-paced manufacturing environment and experience with the respective Northeast Work Centers programs and Products
- A continuous improvement mindset to enhance manufacturing methods through process modernization.
- Strong understanding of Estimate at Complete (EAC) and Earned Value (EV)
- Familiarity with CAS requirements and PS-07 report generation
- Working knowledge of ICMS, Integrated Product Development System (IPDS) Gates
- Proficient use of Microsoft Office suite (Excel, PowerPoint, Project, Word, One Note).
- Active Confidential or Secret Clearance

The salary range for this role is 68,900 USD - 131,100 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
