The Director of Health, Safety & Environment (HSE) is responsible for developing, implementing, and maintaining the HSE programs and systems for Advan Cell's Andover manufacturing site. The role provides HSE oversight across all site operations, including manufacturing, laboratories, utilities, infrastructure, warehouse and logistics operations, waste management, contractor activities, and administrative areas.

As the Andover site is currently under construction, the role will initially focus on establishing the HSE organization, systems, processes, and culture required to support safe construction, commissioning, qualification, startup, and transition into GMP manufacturing operations. The role will partner closely with Engineering, Infrastructure, Manufacturing, MSAT, Quality, and other functional leaders to ensure HSE requirements are incorporated throughout facility development and operational readiness.

The role will have particular responsibility for establishing and maintaining radiation safety programs associated with the manufacture and handling of radiopharmaceutical products and radioactive materials. Experience with radioisotopes, radiopharmaceutical manufacturing, or other radiation-intensive manufacturing environments is highly preferred.

Following startup, the Director of HSE will assume full ownership of the site's HSE Management System and ongoing HSE performance, including occupational health and safety, radiation safety, environmental compliance, hazardous materials, emergency preparedness, industrial hygiene, contractor safety, waste management, and regulatory compliance.

As a member of the Andover Site Leadership Team, the Director of HSE contributes to strategic planning, organizational development, operational readiness, and cross-functional decision-making to achieve business objectives and support the site's growth into full GMP manufacturing and future commercial operations. Success in this role requires strong leadership, collaboration, adaptability, and the ability to build HSE capabilities in a dynamic and evolving environment.

Key Responsibilities and Duties

Pre-Startup and Startup Phase:

  • Build an HSE organization with the capability, capacity, and culture to support safe, compliant, and efficient operations.
  • Define HSE priorities and roadmap; implement systems and processes using internal expertise and external best practices.
  • Establish the site HSE Management System, including policies, procedures, risk management processes, training, metrics, governance, audit processes, and compliance systems.
  • Establish and lead the site HSE function, embedding safety, environmental, and radiation protection focus throughout facility development, project delivery, commissioning, and startup.
  • Serve as a key HSE stakeholder during facility construction and project execution, providing HSE guidance and oversight for design, startup planning, contractor safety, hazardous materials management, emergency preparedness, and operational readiness.
  • Partner with Engineering and Infrastructure to ensure HSE requirements are incorporated into facility design, construction, commissioning, qualification, and startup activities.
  • Provide HSE oversight and technical guidance during capital project execution.
  • Develop and implement radiation safety programs appropriate for the site's radioactive materials and radiopharmaceutical manufacturing activities.
  • Establish radiation protection procedures, monitoring programs, dose management, contamination controls, training, records, and emergency response capabilities.
