Program Manager – Product Support (Onsite)

U.S. citizenship required; active Secret clearance required on day 1.

The Program Manager provides full accountability for multiple sustainment programs within the Product Support organization under C3S2. Responsibilities include engaging missile defense customers and coordinating engineering, logistics, repair, and refurbishment services.

• Inherits full accountability and authority for leading and managing assigned programs and proposals.
• Sets program strategy and tactical direction for execution by multifunctional teams and is personally responsible for cost, schedule, and technical performance of assigned programs.
• Pursues and captures new business from existing and new customers, requiring familiarity with training, logistics, field engineering operations, supply chain, and proposal generation.
• Leader for coordinating, generating, and costing proposals.
• Serves as the primary contact with customers and interfaces regularly with internal support organizations, suppliers, and subcontractors.

• University degree or equivalent experience and a minimum of 5 years of relevant experience; or advanced degree in a related field and a minimum of 3 years of experience.
• Proven ability to manage full program lifecycle from proposal through contract completion, including cost, schedule, and technical performance.
• Strong knowledge of contract types, Earned Value Management, risk management, and associated reporting/management tools.
• Effective leadership skill in customer interfacing, CONOPs and requirements development, resource planning, procurement coordination, and organizational change management.

• 8+ years of program or project management experience within defense, intelligence, or government environments.
• 3+ years leading multidisciplinary teams in a matrixed organization, driving execution independently.
• Demonstrated leadership managing sustainment efforts.
• Demonstrated ability to develop innovative solutions for program and/or technical requirements and growth opportunities.
• Solid interpersonal and customer relationship skills, including experience in managing potentially discontinuous and difficult relationships.
• Excellent communication skills, including verbal, written, and presentation.
• Experience with Microsoft Project and Earned Value Management System.
• Experience in Raytheon lifecycle program management.
• Experience in repair services, complex system refurbishment, or OCONUS deployment.
