Tangent International is seeking an experienced Tower Co Stream Lead to lead a major telecommunications infrastructure program in Angola. This high-impact role requires a seasoned telecom infrastructure professional who can oversee tower assets, energy solutions, data centre requirements, landlord management activities, and operational readiness while driving strategic Tower Co initiatives from planning through execution.

As the Tower Co Stream Lead, you will take ownership of the complete Tower Co workstream, ensuring the successful planning, coordination, and delivery of critical telecommunications infrastructure programs. The role requires leadership across tower infrastructure, colocation projects, greenfield developments, energy solutions, landlord management, and supporting data centre initiatives. You will be responsible for managing RFP processes, coordinating stakeholders, driving operational setup activities, and ensuring successful project delivery within challenging environments.

Working closely with technical, commercial, legal, and operational teams, you will provide leadership and direction across large-scale infrastructure programs. This opportunity is ideally suited for a senior telecom infrastructure expert with deep experience in African tower transactions, network expansion programs, and passive infrastructure operations.

• Lead the Tower Co stream end-to-end across towers, energy infrastructure, landlord management, and supporting data centre activities.
• Develop and execute strategic plans for tower infrastructure deployment and operational readiness.
• Manage rooftop and greenfield tower projects from planning through operational handover.
• Oversee colocation opportunities and infrastructure-sharing initiatives.
• Coordinate and manage RFP development, evaluation, vendor selection, and contract delivery activities.
• Lead engagement with landlords, infrastructure partners, vendors, and regulatory stakeholders.
• Drive operational setup activities to support the establishment and optimization of tower estates.
• Ensure alignment between technical, commercial, and operational objectives.
• Manage project risks, budgets, timelines, and delivery milestones.
• Support network expansion and infrastructure growth initiatives across Angola.
• Provide leadership to multidisciplinary teams operating within fast-paced project environments.
• Monitor project performance and deliver regular stakeholder reports and executive updates.
• Ensure compliance with quality, safety, and operational standards throughout program delivery.

• Minimum 12 years of experience in Tower Co, telecom infrastructure, or passive network infrastructure leadership.
• Proven experience managing build-to-suit, colocation, energy, or telecom infrastructure programs.
• Strong understanding of tower infrastructure operations, deployment, and asset management.
• Demonstrated experience leading large-scale telecom infrastructure projects in Africa.
• Proven track record in tower transactions, carve-outs, infrastructure sharing, or major BTS deployment programs.
• Experience managing technical, commercial, operational, and landlord-related work streams.
• Strong stakeholder management skills across operators, vendors, investors, landlords, and regulatory bodies.
• Experience managing budgets, program delivery, and P&L accountability.
• Excellent leadership, negotiation, and decision-making abilities.
• Ability to operate independently within high-pressure and fast-moving environments.
• Strong written and verbal communication skills in English.
• Willingness and availability to mobilize immediately.

• Portuguese language proficiency for business and stakeholder engagement in Angola.
• French language skills.
• Experience working with Tower Co carve-outs, infrastructure monetization, or asset transfer programs.
• Knowledge of energy infrastructure solutions for telecom networks, including hybrid power systems.
• Experience managing telecom infrastructure investment or transformation programs.
• Familiarity with data centre infrastructure and critical facility environments.
• PMP, Prince2, or equivalent project/program management certification.
