For every child, the right to protectionTürkiye is a strategically important upper middle income country at the crossroads of Europe, Asia, and the Middle East, with a population of more than 85 million people and a large child population. The country is forecast to graduate to High Income in 2028. While the country has made significant progress in expanding access to health, education, and social services, disparities persist among vulnerable groups, particularly children living in poverty, children with disabilities, migrants, refugees, and those affected by regional inequalities.
UNICEF's work is closely aligned with national development priorities to strengthen equitable access to quality services and promote the rights and well-being of every child.
Türkiye also hosts one of the largest refugee populations in the world, including millions of Syrians and other refugees and asylum seekers, many of whom are children. In addition, recovery from the devastating 2023 earthquakes continues to shape humanitarian and development needs, particularly in the affected southeastern provinces. These challenges require integrated approaches that combine emergency response, resilience building, and systems strengthening in areas such as education, child protection, social policy, and adolescent development.
UNICEF's role is therefore critical in supporting government counterparts and partners to ensure that vulnerable children are protected, included, and able to realize their full potential. The transition to High Income provides a unique opportunity for UNICEF to position as key partner to Türkiye with a different modus operandi.
The Deputy Representative reports to the CO Representative for general supervision and direction. The Deputy Representative serves as the principal adviser on the overall management of the CO, development of CO policies and strategies; and under delegated authority, for coordinating and managing all phases of the Country Office Programme, from formulation to delivery of results in accordance with UNICEF’s Strategic Plans, standards of performance and accountability framework, ethics, and integrity.
The Deputy Representative supports the Representative in leading and leveraging partnerships with both public and private sectors for the achievement of results and fulfilment of the rights of children.
In fragile and humanitarian settings, the Deputy Representative is accountable for the delivery of a timely, efficient and principled humanitarian programmes, in accordance with UNICEF global Policy and Framework for humanitarian action.
The efficient and effective support of the Deputy Representative to the successful development, planning and implementation of the country programme and achievement of concrete and sustainable results directly impacts on the establishment of a healthy and protective environment for the most marginalized and vulnerable women and children in the country. This in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide programme services to protect the rights of children, and promote greater social equality to enable them to survive, develop and reach their full potential in society.
