The Program Analyst position supports health system decision-making and management functions as a member of the Planning Section within SCRIPT Service in the Office of the Medical Center Director - VA Healthcare System in Ann Arbor - MI.

Qualifications

To qualify for this position at the GS-7 level - you must meet one of the following: SPECIALIZED EXPERIENCE GS-7:
One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a Program Analyst. Specialized experience includes: applying data gathering methods and analysis techniques to collect and assess various types of factual information;

establishing new data collection procedures for specific programmatic activities or for programmatic evaluation; determining data needs - establishing data collection procedures - designing report formats; and presenting findings within assigned deadlines utilizing software packages such as Excel

- Access
- PowerPoint - and Pyramid Analytics in the form of written reports - graphs - charts - tables or other summaries. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-7 (TRANSCRIPT REQUIRED):
One (1) full year of successfully completed graduate level education or superior academic achievement - that demonstrates the knowledge - skills - and abilities necessary to do the work of this position. OR SUPERIOR ACADEMIC ACHIEVEMENT (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below.

To qualify for SAA - applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college - university or major subdivision. Class is defined as the college - university - or major subdivision - such as the College of Liberal Arts or the School of Business Administration. A grade-point average of "B" (a GPA of 3.0 or higher out of a possible 4.0). This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum.

A grade point average of "B+" (a GPA of 3.5 or higher out of a possible 4.0) based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Equivalent combination of education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level.

To qualify for this position at the GS-9 level - you must meet one of the following: SPECIALIZED EXPERIENCE GS-9:
One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a Program Analyst. Specialized experience includes: applying data gathering methods and analysis techniques to collect and assess various types of factual information;

establishing new data collection procedures for specific programmatic activities or for programmatic evaluation; determining data needs - establishing data collection procedures - designing report formats; presenting findings within assigned deadlines utilizing software packages such as Excel

- PowerPoint - and Pyramid Analytics in the form of written reports - graphs - charts - tables or other summaries; contributing to the design and implementation of innovative approaches to health services delivery and organization based on finding. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-9 (TRANSCRIPT REQUIRED):
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.
