Organizational

Location:

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, National Border Security Intelligence Center Directorate, Great Lakes Regional Intelligence Center located in Selfridge, MI:

Experience:

GS-11

You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Serving as an intermediate intelligence analyst in their Area of Responsibility (AOR), contributing to short- and long-term planning through in-depth research and analysis regarding threats to border security;
  • Supporting the creation and maintenance of the applicable Common Intelligence Picture (CIP) to provide leadership and operator situational awareness, reduce uncertainty, and safeguard the workforce;
  • Identifying intelligence gaps and assisting with the development of associated Essential Elements of Information required to satisfy and close the intelligence gaps;
  • Serving in liaison, joint duty, and other rotational assignments to facilitate sharing and transfer of information and best practices to further the mission an organization and its partners.
Education Substitution GS-11

You may substitute a Ph.D. or an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study.

If that information is not available, use 54 semester or 81 quarter hours.

Combining

Education and Experience

To combine your education and experience, convert each to a percentage and then add the percentages. If your education is described in quarter hours, multiply by the fraction 2/3 to convert into semester hours, then divide the semester hours by 18. To determine your percentage of qualifying experience, divide your total months of experience by the required number of months of experience.

Add your percentages together. The total must equal at least 100% in order to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-11.

Experience:

GS-12

You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Executing intelligence processes across all phases of the intelligence cycle: planning and direction, collection, processing and exploitation, analysis and production, and dissemination;
  • Using established intelligence techniques to analyze data from a variety of sources to develop targets, trends, patterns, profiles, estimates, and studies in support of operational and mission success;
  • Researching, evaluating, integrating, and analyzing all-source data in the preparation of clear, concise, in-depth intelligence analytical products focusing on the threats and all relevant information related to operations;
  • Providing effective, relevant, and timely intelligence support to operations at strategic, operational or tactical levels, creating impactful threat disruption outcomes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Requirements

You must:

  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/07/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
