Systems Control Accountant Supervisor; General Accounting Division

General Accounting Division is seeking a Systems Control Accountant Supervisor to join the financial reporting team. This position plays an important role in statewide GAAP reporting, ACFR preparation, agency support, financial analysis, and supervision of accounting staff.

• Supervise accounting staff responsible for preparing work papers, reconciliations, and schedules used to convert statutory accounting records to GAAP.
• Review and analyze financial information submitted by State agencies.
• Prepare and review statewide financial reporting adjustments and reconciliations.
• Assist with preparation and review of financial statement note disclosures, supporting schedules, and other ACFR reporting requirements.
• Research accounting issues, GASB pronouncements, and reporting requirements; provide technical guidance to State agencies.
• Develop and update reporting instructions, procedures, and work papers used in the ACFR preparation process.
• Coordinate with agencies, auditors, and management regarding reporting issues and deadlines.
• Assist with development and implementation of accounting process improvements and internal controls.
• Use systems such as Workiva, R
  * STARS, Excel, and other reporting tools to prepare reports and supporting documentation.

• Bachelor’s degree in Accounting or related field with 30 credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing.
• Three years of experience ensuring appropriate and consistent interpretation and compliance with statutory and GAAP principles in a fiscal control agency, or three years of experience supervising professional accounting functions.
• U.S. Armed Forces military service experience as a commissioned officer in financial management classification or specialty codes can be substituted on a year‑for‑year basis.
• Proof of equivalent American education for foreign degrees, including a detailed course‑by‑course evaluation report.

• Active CPA certification or candidacy working toward completion of the CPA exam.
• Proven ability to analyze complex data to identify inefficiencies, resolve accounting variances, and streamline workflows.
• Experience in system implementation of a new enterprise financial software or reporting tools.
• Experience identifying and improving accounting or financial reporting processes.
• Experience creating SOPs and training staff on updated compliance policies.
• Experience supervising the preparation and review of financial statements, ACFR reporting or other GAAP‑based activities.
• Experience executing period‑end closing workflows and verifying trial balances in a large‑scale accounting system.
• Experience providing day‑to‑day guidance to an accounting team and coordinating extensive reporting assignments across multiple units or external agencies.
