The Procurement Officer will lead procurement operations across commodities, IT, services, and construction, in full compliance with COMAR Title 21 and Maryland procurement law.

Qualifications:

• Minimum 5 years of procurement experience with the State of Maryland
• Strong knowledge of COMAR Title 21
• Proficiency with FMIS/ADPICS and procurement workflows

Technical and Functional Skills:

• Skilled in preparing competitive solicitations (IFBs, RFPs, sole source, etc.)
• Capable of developing specs, evaluating vendor proposals, and awarding contracts
• Expertise in vendor negotiations, compliance, and contract performance management
• FMIS inventory system management and documentation skills required

Responsibilities:

• Manage end-to-end procurement lifecycle for State Police departments
• Conduct pre-bid conferences and vendor negotiations
• Evaluate contractor performance, draft vendor performance reports
• Monitor warehouse inventory (2,000+ items), generate stock reports, and initiate change orders
• Interface with vendors, State departments, and internal stakeholders
• Ensure documentation is attached to FMIS/ADPICS system for all procurement activity

Rate: $38–$53 per hour
