Position SummaryStrategic Solutions International (SSI) is seeking an experienced Senior Program Manager / Federal Contract Specialist to support a high-visibility federal acquisition program for the Centers for Disease Control and Prevention (CDC). This role combines strategic program management with hands-on cradle-to-grave federal acquisition expertise, requiring an individual who can manage complex procurement activities while providing leadership, guidance, and acquisition support throughout the federal contracting lifecycle.
The ideal candidate possesses extensive experience supporting federal civilian agencies, demonstrates strong knowledge of the Federal Acquisition Regulation (FAR), and has successfully managed acquisitions from acquisition planning through contract closeout. This position is ideal for professionals who enjoy collaborating with Contracting Officers, Program Offices, and technical stakeholders to deliver compliant, timely, and mission-focused acquisition solutions.
Key Responsibilities- Lead and manage complex federal acquisition and contracting activities from pre-award through post-award.
- Provide program management oversight supporting multiple acquisition initiatives simultaneously.
- Develop acquisition strategies, procurement schedules, and milestone tracking.
- Prepare acquisition plans, Statements of Work (SOWs), Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), market research, solicitations, and contract documentation.
- Support proposal evaluations, price and cost analysis, competitive acquisitions, negotiations, and award recommendations.
- Draft contract modifications, option exercises, task orders, contract administration documentation, and closeout packages.
- Monitor acquisition milestones, deliverables, contract performance, funding actions, and compliance with FAR, HHSAR, and agency acquisition policies.
- Coordinate with Contracting Officers, Contract Specialists, Program Managers, CORs, legal counsel, finance personnel, and technical teams.
- Identify acquisition risks and develop mitigation strategies.
- Mentor acquisition personnel and provide guidance on contracting best practices.
- Prepare executive briefings, acquisition reports, status updates, and leadership presentations.
- Ensure all acquisition documentation meets federal audit and compliance standards.
- Bachelor's Degree from an accredited institution.
- Five (5)+ years of cradle-to-grave federal contracting experience supporting civilian federal agencies.

Candidates with any of the following are highly preferred:
- Seven (7)+ years of federal acquisition and program management experience.
- Five or more years holding FAC-C certification.
- Experience supporting CDC, HHS, NIH, CMS, or other HHS Operating Divisions.
