Oversee the work of contractors and commissioning agents involved in the construction, improvement, and/or commissioning of projects. Conduct construction oversight and contract administration, monitor progress through commissioning, closeout, and warranty phases, and exercise independent judgment.

• Act as a field representative ensuring all work complies with contract documents.
• Communicate with project team members to resolve constructability issues.
• Monitor contractor submittal register/log and track submittal status.
• Help facilitate submittal reviews by departmental stakeholders.
• Review certified payroll and perform labor standards interviews to verify appropriate wages.
• Maintain electronic project documentation in the designated PMIS, including correspondence, daily logs, inspection reports, and transmittals.
• Ensure contractors produce accurate as‑built documentation; assist PDE reviews.
• Assist O&M departments with review of O&M submittals, manuals, spare part lists, and asset induction information.
• Provide training to O&M departments as required.
• Monitor and report on functional testing, operational demonstration, commissioning, and construction closeout.
• Perform warranty inspections and support O&M during the warranty period.
• Perform additional duties as assigned.

• Bachelor’s degree in Architecture, Engineering, Construction Management, or a related field.
• Minimum 10 years of construction experience.
• Minimum 5 years in water, wastewater, or stormwater.
• Proficiency with MS Office (Excel, Word, PowerPoint, Outlook, SharePoint).
• Experience with a PMIS (e.g., eBuilder, Procore, Oracle Unifier).
• Experience with Auto Desk applications preferred.

Experience:

3+ years as Superintendent with a degree, or 5+ years without. All applicants must be able to complete pre‑employment onboarding requirements, including background checks, drug screening, and motor vehicle records search, as applicable.

• Read and interpret plans, details, schedules, and specifications.
• Extensive knowledge of construction methods across disciplines (electrical, mechanical, plumbing, fire suppression).

• Independent thinker capable of solving problems within a team environment, applying principles to deliver cost‑effective, client‑value solutions.
